Ready to manage projects that people see, use, and rely on every day? Ada County Highway District (ACHD) is looking for an experienced Project Manager, Senior Project Manager, or Principal Project Manager to join our Projects Division in the Boise area. This is a full-time, exempt position with a starting salary range of $79,872 - $118,560 per year, DOQ. The level at which you are hired will be based on your qualifications and experience.

As a Project Manager at ACHD, you'll help turn transportation needs into real projects-from early planning and concept development through design, right-of-way acquisition, environmental clearance, and construction. You'll work with internal teams, consultants, government and community partners, and the public to keep complex projects moving forward.

What You'll Do:

You'll manage multiple capital projects at various stages of development, balancing technical requirements, budgets, schedules, stakeholder needs, and public expectations.

Your work may include:
  • Lead projects from concept through construction, keeping scope, schedule, budget, and deliverables on track.
  • Plan and coordinate all phases of capital project development, including scoping, concept development, design, environmental clearances, right-of-way acquisition, and construction.
  • Manage multiple projects at the same time, ranging from routine projects to large, complex, highly visible projects with significant community impact.
  • Manage federally funded transportation infrastructure projects that require extensive coordination with FHWA, ITD and cities.
  • Coordinate environmental assessments and reviews to ensure project compliance with the National Environmental Policy Act (NEPA).
  • Lead interdisciplinary project teams, bringing people together, communicating expectations, solving problems, and keeping projects moving.
  • Use project management best practices to identify risks, address challenges, and deliver projects within established scope, schedule, and budget.

Project Manager

You'll bring knowledge and experience into areas such as:
  • Ability to successfully manage multiple complex projects simultaneously.
  • Civil engineering design and construction practices that meet ACHD, ITD, and FHWA standards and specifications
  • Consultant selection, contract negotiation and administration
  • Right-of-way acquisition and environmental clearances, including coordination of NEPA and water quality permitting
  • Budget development and management
  • Public involvement and stakeholder communication
  • Develop and manage project schedules to ensure timely completion of deliverables
  • Interpret and apply FHWA and ITD policies for project scheduling and cost controls, contract administration, and quality assurance
  • Leading interdisciplinary project teams


Senior Project Manager

In addition to the Project Manager qualifications, the Senior Project Manager role requires:
  • Proven experience managing complex projects, particularly in transportation infrastructure design, right-of-way acquisition, environmental clearances, and public involvement.
  • Experience leading project teams and coordinating multiple disciplines, priorities, and stakeholders.
  • Provide technical guidance and support to Project Managers and Project Assistants, depending on the level of the position.
  • A bachelor's degree in Civil Engineering, Construction Management, Planning, or a related field is preferred.
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be acceptable.


Principal Project Manager

In addition to the Senior Project Manager qualifications, the Principal Project Manager role requires:
  • 10+ years of related transportation experience and a proven track record of successfully managing complex and challenging projects.
  • A Professional Engineer (PE), American Institute of Certified Planners (AICP), or Project Management Professional (PMP) certification.
  • Knowledge and experience in supervisory principles and practices.
  • The ability to develop and deliver clear, concise presentations at formal meetings.
  • The ability to make complex administrative, procedural, and technical decisions while considering a broad range of internal and external factors.
  • A bachelor's degree in Civil Engineering, Construction Management, Planning, or a related field is preferred.
