Job Summary
This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Curbside Management Division (CMD). Incumbent serves as a project manager for Curbside Management Division initiatives that span across CMD branches and across the agency and require coordination with external stakeholders and other District government agencies. The incumbent will perform and delegate a wide variety of assignments relative to the development and implementation of policies, strategies, work plans, implementation processes, and quality control measures to ensure strategic curbside management initiatives are successfully implemented. Example initiatives could include implementing citywide paid parking signage updates, expanding performance parking zones, or launching an automated curbside management and enforcement system.
The incumbent is responsible for formulating plans and processes to equitably deliver a safe, sustainable, and reliable multimodal transportation network for all, by creating a dynamic, equitable, and accessible curbside and urban delivery environment that reliably serves residents, businesses, and visitors. The incumbent serves as an expert consultant in all areas affected by assigned projects and must propose new methods of maintaining the agency's mission. The work includes the smooth delivery of major transportation and infrastructure projects within specific geographical areas of the District.
Duties and Responsibilities
Directs and oversee a portfolio of complex and major capital projects in a designated geographic area and assigned by the Deputy Chief Officer for Project Delivery. Coordinates the work of multiple highly experienced subject matter experts across agency divisions and investigates/troubleshoots complex and sensitive issues relative to transportation project delivery.
Serves as a spokesperson for the portfolio of projects in communication with stakeholders within the agency, with other District agencies and the Executive Office of the Mayor, with Councilmembers and Advisory Neighborhood Commissions, with other project stakeholders (such as developers, utility companies, and federal agencies), and the general public. Provides reports, memorandums, and assessments for day-to-day project tracking of milestones and progress notes. This includes developing and planning key performance indicators and programs that are present to agency executives and other senior leadership throughout the District.
Qualification and Education
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Bachelor's degree in urban planning, Engineering, or Public Administration preferred.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and the is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment
The work is partially performed in an office setting which is adequately heated, ventilated, and lit. Frequently, the work will include filed visits to construction sites and other project sites where the incumbent is exposed to dust, chemical odors, construction hazards and variety weather conditions.
While at construction sites the incumbent is required to wear a hard hat and other protective equipment. Additionally, while at construction sites, there is a need to use caution to avoid the movement of building supplies, workpeople on ladders, mechanized equipment, slippery surfaces, etc.

Position Designation: The position has been deemed security-sensitive, pursuant to section 410 Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
