Full Job Description
The Opportunity:

We are currently seeking a Project Manager - H&H (Hydrology & Hydraulics) to join our Baltimore, MD office and support the Maryland State Highway Administration (SHA) with the delivery of drainage remediation projects.

In this role, you will provide hands-on project management and technical coordination throughout the project lifecycle-from initial investigation and design through permitting, PS&E, advertisement, bidding, and construction support. You will work closely with SHA staff, design consultants, regulatory agencies, and other stakeholders to keep projects moving forward while maintaining schedule, budget, quality, and documentation requirements.

This is an excellent opportunity for an experienced transportation or drainage professional with strong project delivery skills who enjoys coordinating complex assignments, resolving project challenges, and working directly with clients and multidisciplinary teams.

What You'll Do:

As a Project Manager - H&H (Hydrology & Hydraulics), you will support SHA's Highway Hydraulics Division (HHD) in managing urgent need, emergency, and drainage remediation projects. You will coordinate project activities, review technical deliverables, monitor schedules and costs, and help move projects efficiently through design, permitting, advertisement, bidding, and construction.

You will serve as a key point of coordination between SHA offices, design consultants, permitting and environmental agencies, and other project stakeholders. The role requires strong communication, organization, technical judgment, and the ability to proactively identify issues, gather necessary information, and keep projects progressing toward established milestones. The SHA scope specifically emphasizes schedule adherence, escalation of unresolved issues, and regular progress reporting.

Key Responsibilities:

  • Manage and track SHA drainage remediation projects through design, permitting, PS&E, advertisement, bidding, and construction support, maintaining project schedules, budgets, milestones, and required documentation.
  • Review design plans, constructability, cost estimates, contract documents, and milestone submissions, including preliminary, semi-final, final design, and PS&E packages, and provide technical comments and guidance to design consultants.
  • Coordinate with SHA offices, design consultants, survey teams, utility representatives, environmental and permitting agencies, and construction personnel to address project requirements and resolve issues affecting delivery.
  • Gather and evaluate project background information, including as-built plans, right-of-way information, surveys, utilities, drainage investigations, environmental features, soil borings, and previous or adjacent projects.
  • Prepare and coordinate survey, utility, soil boring, permitting, environmental, and other data collection requests required to advance drainage remediation projects.
  • Lead and participate in project milestones, progress, pre-bid, pre-construction, office, and field meetings; prepare or review meeting minutes, reports, project updates, maps, displays, and recommendations.
  • Support project advertisement and bidding activities, including PS&E checklists, IFB documents, bid justifications, addenda, red-line revisions, and responses to milestone comments, while providing technical guidance during construction when requested.
  • Maintain accurate project tracking systems and provide regular updates to SHA regarding project status, costs, permits, right-of-way needs, utilities, surveys, schedules, risks, and other factors affecting successful project delivery.


What You'll Bring:

  • Bachelor's degree in Civil Engineering or a related engineering discipline.
  • 5-10 years of professional experience managing or supporting transportation, highway, drainage, stormwater, or infrastructure projects through multiple phases of project delivery.
  • Active Professional Engineer (P.E.) license required.
  • Prior Maryland State Highway Administration (SHA) project delivery experience required, including familiarity with SHA processes, documentation, coordination, and project milestones.
  • Experience with design and constructability reviews, cost estimating, permitting, PS&E packages, bidding/advertisement, and construction-phase coordination.
  • Strong understanding of drainage and infrastructure project development, including surveys, utilities, right-of-way, environmental coordination, and permitting.
  • Demonstrated ability to manage multiple projects, schedules, priorities, consultants, and stakeholders while proactively identifying and resolving project delivery issues.
  • Strong written and verbal communication, technical documentation, client coordination, organizational, and problem-solving skills.
