Practice Area: Federal Payment Integrity and Financial Management Support Services

Position Summary

2ndWave LLC is seeking an experienced Project Manager to lead delivery of a federal payment integrity and financial management support services contract. The Project Manager serves as the single point of accountability for all contract performance and is responsible for overall program leadership, staff management, quality oversight, stakeholder communication, schedule management, and successful delivery of all contract requirements. The Project Manager serves as the client's primary point of contact and maintains enterprise-wide visibility across all program offices and administrations supported under the contract.

Key Responsibilities
  • Serve as the client's primary point of contact and single accountable leader for contract performance across all workstreams.
  • Manage contract execution, including staffing, schedule performance, deliverable quality, risk management, communications, and contract administration.
  • Oversee development and maintenance of the Contractor Project Management Plan (CPMP), status reporting, executive briefings, and deliverable management.
  • Direct four integrated functional workstreams: Program Management and Executive Support; Payment Integrity Operations and Reporting; Statistical Services; and SharePoint, Power Platform, and Dashboard Services.
  • Maintain direct oversight of functional leads, including the Senior Subject Matter Expert, Senior Statistician, SharePoint Architect, and Quality Assurance/Technical Editing Lead.
  • Manage staffing assignments, resource planning, workload balancing, and surge resource deployment in response to optional task activations, accelerated deliverables, and emerging requirements.
  • Proactively identify, track, and mitigate risks and issues before they affect schedule, quality, staffing, or performance.
  • Conduct final management review of deliverables prior to submission to confirm alignment with customer requirements, contractual expectations, and program priorities.
  • Support workforce continuity through succession planning, cross-training oversight, knowledge transfer, and structured backfill processes.
  • Coordinate stakeholder engagement and executive-level communication with agency leadership across supported program offices.
  • Support transition services at contract start and close-out.

Required Qualifications
  • Master's degree.
  • Minimum 15 years of relevant professional experience.
  • Project Management Professional (PMP) certification.
  • Extensive experience managing large-scale federal financial management and payment integrity programs supporting civilian or defense agencies.
  • Demonstrated experience overseeing multidisciplinary teams performing internal control assessments, improper payment reviews, risk evaluations, audit support, quality assurance, reporting, and executive stakeholder communications.
  • Knowledge of OMB Circular A-123 Appendix C, IPERA, PIIA, and related payment integrity requirements.
  • Experience with risk-based testing methodologies.
  • Demonstrated executive-level communication and stakeholder coordination skills.
  • Experience with quality management and performance monitoring.

Preferred Qualifications
  • Experience supporting the Veterans Administration (VA), specifically knowledge of VA's Office of Management (OM), Improper Payment Remediation and Oversight Office (IPRO), Veterans Health Administration (VHA), and Veterans Benefits Administration (VBA).
  • Experience supporting large federal agencies with complex, multi-administration organizational structures.
  • Familiarity with statistical sampling, estimation, and improper payment projection activities sufficient to oversee statistical workstreams in a supportive role.
  • Experience managing team arrangements and integrated prime/subcontractor delivery teams.
  • Experience supporting programs operating in SharePoint-centric environments with Power Platform and dashboard solutions.

Compensation

The compensation for this position is determined based on a wide variety of factors, including but not limited to an individual's skill set, experience, training, certifications, and education, as well as business needs and internal equity. A reasonable estimate of the current compensation range for this position is $100,000 - $125,000.
