HII-Mission Technologies is seeking a Construction Oversight Project Manager in our Virginia Beach, VA location. This role will provide relocation assistance to the most qualified candidate chosen for this role if residing out of state. You also must have an active TS/SCI clearance for this role.
This position is responsible for overseeing and managing complex construction and equipment emplacement projects, ensuring comprehensive visibility, control, and execution across scope, schedule, cost, and risk. The role requires full lifecycle project leadership, from initial planning and design through construction, installation, completion, and support to initial operational readiness. The selected candidate will drive cross-functional coordination, maintain project discipline, and ensure all deliverables meet performance, safety, and compliance standards.
What You Will Do- Assist and support Government customers in monitoring construction progress, cost performance, schedule adherence, and contractor execution
- Control and manage project milestones and budgets throughout the lifecycle, from planning through project completion and initial operations
- Monitor, analyze, and report on project milestones and budgets, recommending courses of action and allocation of funds consistent with progress attained
- Review performance to ensure commitments of all parties are maintained within agreed-upon scope, schedule, and cost
- Independently review contractor cost, schedule, progress, and forecasting reports to support Government oversight and decision-making
- Analyze performance trends; assess risks; forecast schedule, budget, or quality problems; and ensure proper resolution of issues raised
- Support tracking of project budgets, obligations, expenditures, forecasts, and contingency utilization
- Serve as a liaison to the Directorate's primary Point of Contact (POC) for customers, external agencies, and higher authorities on assigned projects
- Lead project teams and implement management decisions, guidance, laws, regulations, and policies in development of products supporting the mission
- Review and assess proposed contract changes, modifications, and technical submittals for cost, schedule, scope, and facility requirements impacts
- Ensure overall management, control, coordination, and execution of assigned projects and any schedule impacts
- Obtain and maintain stakeholder and customer commitment to the management plan
- Identify emerging cost, schedule, technical, and execution risks and recommend mitigation strategies
- Participate in construction reviews, cost and schedule discussions, status engagements, and commissioning planning
What We Are Looking For- 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience
- Experience overseeing major construction projects
- Experience supporting federal construction agents (AFCEC, USACE, NAVFAC, etc.) and major DoD construction programs
- Demonstrated knowledge of federal construction contract administration, DoD construction execution, cost, schedule, progress, modifications, and contractor performance
- Ability to evaluate contractor reporting, identify inconsistencies and emerging risks, and communicate findings to leadership
- Strong analytical, written, verbal, and executive briefing skills
- Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and U.S. citizenship
Preferred: Bonus Points For...- Bachelor's degree in Construction Management, Engineering, Architecture, or related field, and 6+ years relevant experience, or equivalent experience
- Experience overseeing major construction projects over $50M in value
- Experience with complex building systems, supporting infrastructure, utilities, controls, and mission-critical facilities
- Experience with industrial, utility-intensive, or technically complex facilities requiring commissioning, systems integration, and reliability assurance
- Experience supporting secure or classified DoD facilities
- Experience evaluating contract modifications, REAs, schedule impacts, and contractor payment requests
- Experience with Primavera P6 and formal cost/schedule controls
- Professional certifications (PE, CCM, PMP, CCP, PSP)
