This position is located in the Salaries and Allowance Division of the International Civil Service Commission (ICSC). The Programme Officer reports to the Division Chief.
Responsibilities
The main areas of responsibility of this position, in support of the work of the ICSC and the Salaries and Allowances Division (SAD), consists in undertaking qualitative and quantitative analysis and research in all aspects relating to the salaries and allowances and benefits of United Nations common system staff. The incumbent will provide substantive and technical support in all areas of activities of SAD to facilitate the attainment of programme objectives, carrying out the following :• Develop independently, or participate as a team member in developing, proposals relating to the existing policies and levels of salaries, allowances and benefits of staff of the common system, for the submission to the Commission in regular sessions. If required, also present these studies and policy recommendations directly to the Commission. • Conduct research from a variety of sources, including large and complex staff demographic and pay data, to process and analyze them and prepare documents with relevant findings as required. • As part of a team or as a team leader, conduct surveys on conditions of service for locally recruited staff at headquarters duty stations; deliver training to Local Salary Survey Committees; provide guidance in the selection of employers and the collection of data; analyze data; determine the relevant salary scale and making recommendations to the Commission for its adoption. • Function as Content Manager of the Division segment of the ICSC public website, research and introduce relevant information for organizations of the common system based on queries submitted to the ICSC and other questions emanating from the field. Ensure that the information provided to internal and external users is up to date and accurate. • Participate in, and substantively support, sessions of working groups and other meetings of the International Civil Service Commission in any of the areas of competence. • Perform other duties relevant to this position.

Education
Advanced university degree (Master's degree or equivalent degree) in Management, Business Administration, Law, Social Sciences or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of an advanced university degree

Work Experience
A minimum of five (5) years of progressively responsible experience in compensation, administration, project management, human resources management, or other related area is required. At least 2 years of work experience should be in an international environment, in the project management, and/or related area is required. Experience in preparing contextual information such as papers and other relevant documents, using various sources, including non-UN and academic sources are desirable.
