In accordance with the Agreement between the Organization of School Administrators and Supervisors (OSAS) and the Board of Education of the School District of the City of Detroit, the following vacancy is announced.
Position Summary: The Program Supervisor, Enrollment Systems plays a critical role in the Office of Enrollment to design and deliver family-friendly, efficient, and equitable enrollment processes for every DPSCD student. The Program Supervisor serves as lead administrator for the District's centralized online enrollment system and the systems that support selective admissions, owning day-to-day configuration, application and form design, user access and role structures, annual rollover, and release management.
The Program Supervisor maps how enrollment and selective admissions work moves through the system, documents it, and recommends process improvements. The role builds and validates the reports the Office of Enrollment relies on, leads data quality monitoring ahead of key enrollment and count deadlines, and serves as the primary systems point of contact for school staff, central office partners, and families. Success requires a process-oriented mindset, meticulous attention to detail, and the ability to communicate clearly with both technical partners and the school staff and families who use these systems.
Minimum Qualifications: - Bachelor's degree or higher from an accredited college or university.
- Minimum of three (3) years of professional experience administering a business, student data, or application system; including configuration, user access management, and troubleshooting - preferably within a K-12 school district or public sector organization.
- Demonstrated process-improvement orientation: experience mapping how work moves through a system, configuring the system to match it, and using process data to identify where cases stall.
- Experience building and validating reports or data extracts from a system of record, and translating end-user questions into reporting requirements.
- Strong analytical and technical skills: collecting, organizing, and analyzing large, disparate data sets; writing code to pull and analyze data (Python, R, SQL, JavaScript, or equivalent - Stata/SAS/SPSS experience welcome); working reproducibly; performing and interpreting fundamental statistical analyses (e.g., correlation, linear regression); and translating complex data into clear, actionable recommendations.
- Experience working with geospatial data and GIS tools to support boundary analysis and related enrollment decisions.
- Excellent written and verbal communication skills, including the ability to produce clear documentation and to translate technical issues and data findings for non-technical district leadership and staff.
- Strong project management skills: managing cross-departmental projects, driving work to deadlines in a compliance-driven environment, and maintaining excellent attention to detail.
- Strong relationship-building and cross-team coordination skills; ability to work effectively with partner teams and to guide internal stakeholders through periods of change.
- Able to maintain a strict level of confidentiality with student information.
- Fluency in Microsoft Office applications (Word, Outlook, Excel, PowerPoint, Project, SharePoint).
- Willingness and ability to work non-standard hours as needed to meet enrollment and count-day data deadlines.
- Experience administering an online enrollment, admissions, application, or lottery platform. (preferred)
- Familiarity with PowerSchool products, PowerBI products, student information systems, or equivalent large-scale K-12 platforms. (preferred)
- Knowledge of Michigan pupil accounting processes, state reporting requirements, and count day procedures. (preferred)
- Experience supervising, mentoring, or directing the work of staff, including task assignment and quality review. (preferred)
Essential Functions: Administer and configure the online enrollment system day-to-day, including application and form design, program and school settings, validation rules, and annual rollover, along with the components that support selective admissions, such as application windows, eligibility criteria, placement, and notifications. Test and deploy configuration changes and vendor releases or platform upgrades within approval gates set by the Deputy Executive Director, assessing impact on District configuration, preparing end users ahead of deployment, and escalating changes that carry compliance or state reporting risk. Manage user accounts, roles, and permissions and the integrations between the enrollment system and the student information system, safeguarding student data in line with FERPA and District data governance policy. Map enrollment and selective admissions processes end to end, configure the system to reflect the workflow, and review system data for bottlenecks, stalled applications, and manual workarounds, bringing findings and improvement recommendations to the team. Develop and maintain SOPs, configuration procedures, and reporting calendars, along with written guidance for staff and families, such as knowledge articles, guidelines, and website content. Partner with the implementation lead on configuration and training for ongoing rollouts, including new schools, programs, or admissions cohorts coming online, and lead change management, including training for each new user group. Lead proactive data quality monitoring ahead of each enrollment milestone and count window, maintaining a calendar and checklist so issues surface well before deadlines, and coordinate with Student Information Services and Data Services on data quality, state reporting file preparation, and data accessibility. Build and validate the reports and data extracts the Office of Enrollment relies on, including by not limited to application, placement, enrollment status, and reports assessing the efficacy of the system. Monitor use of enrollment tools and systems; recommend and implement improvements based on feedback from families and staff. Serve as first point of contact for system issues, resolving what the team can and escalating the remainder to the vendor; oversee end-user training and the support queue. Provide direct support to school staff and families navigating the enrollment process, and serve as the key systems point of contact for DPSCD's Customer Care/Help Desk team and departments that touch the enrollment process. May provide direct supervision of Program Associate positions, including task delegation, workload management, quality review, and professional development support. Performs other duties as assigned by supervisor. Security Clearance: Internal Applicants
