- Provide executive leadership and strategic oversight of a team managing USACE legislative engagement, congressional affairs, and tribal affairs portfolios.
- Direct the planning and execution of congressional activities, including drafting testimony, hearing preparation, and responding to legislative inquiries.
- Advise senior Army and Corps leadership on legislative strategy, policy implications, and congressional priorities affecting the Civil Works program.
- Foster government-to-government relationships with Tribal Nations and ensure compliance with policies governing tribal consultation.
- Lead the strategic planning process to align the Civil Works Program with Administration, Army, and Assistant Secretary of the Army priorities.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: I have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service which includes: 1. Directing a multidisciplinary team to manage legislative engagement and tribal relations; 2. Advising senior agency leadership on legislative strategy and policy implications; 3. Overseeing the preparation of congressional testimony and briefing materials; 4. Fostering government-to-government relationships with Tribal Nations to ensure consultation compliance; 5. Implementing strategic plans and performance metrics to align organizational initiatives with departmental priorities.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
