SummaryAbout the Position: Serves as Chief, Programs and Project Controls Branch, supervising a multi-disciplinary staff engaged in the life-cycle program and funds management and project AIS management of Civil Works and Military/IIS programs (including all supplemental) under the District's area of responsibility. Provides program and project management support to Programs and Project Management Division (PPMD) and district personnel.
DutiesHelp
- Consults with subordinates, PMs, Branch and Division chiefs to consolidate and formulate an overall District Civil Works and Military/IIS program from study initiation through design and construction of a project.
- Recommends priorities within the limits of resources.
- Organizes and supervises the Programs and Project Support Branch staff through subordinate team leads and/or supervisors of employees in grades GS-6 through GS-13 equivalent, consisting of budget analysts, program analysts, management analysts, etc.
- For program analysis, supervises the Program Analyst team to provide enterprise support to the PPMD for project funds management.
- Serves as consultant and point of contact for all management issues surrounding programming activities of the Civil Works and Military/IIS programs, to include all programming and funds control issues surrounding the planning, design construction.
- Provides Branches and Divisions with technical advisory and review services on specific projects, problems and programs.
- Analyzes program requirements, factors contributing to cost, schedule, and scope on a program basis, and decides adequacy of estimates to accomplish design and construction programs.

Minimum Qualifications NH-04:
Specialized Experience: One year of specialized experience which includes monitoring and evaluating project schedules, execution of milestones, and/or funding; analyzing deviations or problems with ongoing organizational projects to assist in development of solutions, and analyzing program data to provide strategic direction to peers and/or senior management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Additional information- This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full-time telework.
- This is a pay banded position. The NH-04 band encompasses grades GS-14 and GS-15 under the General Schedule (GS) system.
