Overview

The Program Manager serves as the senior on‑site leader responsible for overseeing all operational and administrative functions associated with the Operations & Maintenance (O&M) contract at FASTC. This position acts as the primary interface with Government representatives and has full authority to allocate contractor resources, make financial commitments, and ensure contract performance meets all mission requirements.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serve as the Government’s single point of contact for all contract‑related communication, coordination, and issue resolution.
  • Provide executive‑level oversight of O&M operations, ensuring all services are delivered in accordance with contract requirements, performance standards, and regulatory guidelines.
  • Directly manage staffing, resource allocation, scheduling, and workflow to support facility operations across a large, complex campus.
  • Lead planning, execution, and evaluation of maintenance programs, facility operations, and support services.
  • Monitor contract performance metrics, prepare reports, and brief Government leadership on operational status, risks, and corrective actions.
  • Oversee budgeting, cost control, procurement, and financial decision‑making for contract activities.
  • Ensure compliance with safety policies, security requirements, and all applicable federal, state, and local regulations.
  • Coordinate with engineering, construction, logistics, and facility management teams to support long‑term planning and infrastructure improvements.
  • Manage subcontractors, vendors, and service providers to ensure quality and timely delivery of services.
  • Develop and implement process improvements to enhance efficiency, reliability, and mission readiness.
  • Support emergency response, continuity of operations, and after‑hours requirements as needed.
  • Perform additional duties as assigned to support mission success.

EXPERIENCE, EDUCATION, AND LICENSURE:

  • Bachelor’s degree in engineering, construction management, facilities management, contracts, or a closely related field; equivalent technical training or certifications may be considered.
  • Minimum 15 years of experience in O&M support services, facilities management, or related fields.
  • At least 5 years of experience managing operations for large‑scale facilities or complex organizational environments.
  • Must hold one of the following professional certifications:
  • Certified Facility Manager (CFM) – International Facility Management Association (IFMA)
  • Facilities Management Certificate (FMC) – BOMI International
  • Certified Plant Maintenance Manager (CPMM) – Association for Facilities Engineers (AFE)
  • Demonstrated ability to manage budgets, personnel, and multi‑disciplinary technical teams.
  • Strong understanding of facility operations, maintenance planning, and contract compliance.
  • Excellent communication, leadership, and decision‑making skills.
  • Ability to work in a high‑security, mission‑critical environment.
  • Active Secret Clearance (Top Secret preferred).

SUPERVISORY RESPONSIBILITIES:

  • Prior experience in the supervision of a workforce responsible for operations, maintenance, and repair of commercial building infrastructure systems.

  • Must be able be able to conduct preventative maintenance activities and minor repairs from ladders or elevated platforms. 
  • Work requires the incumbent to walk, stoop, bend, kneel, climb and work in uncomfortable positions. 
  • Ability to lift, carry and set up tools, equipment and parts that weigh up to and occasionally over fifty (50) pounds. 
  • Must be comfortable getting dirty, dusty, and greasy in an indoor or outdoor environment with frequent exposure to excessive noise. 
  • Must be able to perform duties under adverse weather conditions (extreme cold / heat, etc.).
  • Must be able to work alternate shift schedules when necessary to meet the mission requirements of the customer, to include weekends and holidays.
  • Must be able to perform on-call duties when scheduled and report to work within one hour of notification.

WORK AUTHORIZATION/SECURITY CLEARANCE:

Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results.
