Full Job Description
Free Market Health is seeking a Program Manager, Pharmacy Strategy & Execution to help bring pharmacy programs from strategy into successful execution. This role partners closely with the Pharmacy Strategy team during late-stage program development, then leads the structured handoff into implementation, launch, and ongoing oversight. The ideal candidate is an organized, collaborative program leader who can translate complex, evolving initiatives into clear plans, accountable workstreams, and measurable outcomes.

WhatYou'll Do

  • Partner with Pharmacy Strategy to understand program design, intended outcomes, operating requirements, success measures, stakeholders, risks, and dependencies.
  • Lead structured handoffs from strategy into execution, ensuring scope, ownership, milestones, decisions, and deliverables are clearly defined before implementation begins.
  • Own program management after handoff, including integrated planning, workstream coordination, implementation readiness, launch management, and post-launch oversight.
  • Coordinate cross-functional work across teams such as Pharmacy Enablement, Network, Product, Technology, Analytics, Legal, Client Services, Finance, Marketing, and other business partners.
  • Establish governance practices such as decision logs, dependency tracking, RAID management, escalation pathways, meeting cadences, and executive-level status reporting.
  • Create visibility into program health through clear dashboards, concise updates, performance reporting, and proactive communication of risks, trends, and decisions needed.
  • Identify delivery risks, resource constraints, unresolved dependencies, performance concerns, and ownership gaps; facilitate resolution and escalate with recommended options when needed.
  • Build launch-readiness and operational-readiness plans to confirm workflows, reporting, stakeholder communications, onboarding needs, and ownership models are in place before go-live.
  • Partner with Analytics and business owners to operationalize program KPIs, monitoring cadences, reporting requirements, and thresholds for identifying issues or improvement opportunities.
  • Develop reusable tools, templates, playbooks, oversight frameworks, and documentation standards that improve consistency and scalability across pharmacy programs.


What We're Looking For

  • Bachelor's degree in business, healthcare administration, pharmacy, public health, or a related field.
  • At least 5 years of program or project management experience in a complex, cross-functional environment.
  • Experience supporting healthcare, pharmacy, PBM, payer, health technology, or another regulated and operationally complex environment is strongly preferred.
  • Strong ability to translate ambiguous or evolving strategy into practical execution plans while staying focused on business outcomes.
  • Demonstrated experience with integrated planning, milestone management, dependency management, risk and issue management, change management, governance, and stakeholder communication.
  • Ability to design clear reporting and dashboards that communicate program health, risks, performance trends, and decisions needed to both working teams and senior leaders.
  • Excellent facilitation, written communication, and executive communication skills, with the ability to organize complex topics and drive accountability in a constructive way.
  • Strong analytical and problem-solving skills, including the ability to interpret operational data, identify patterns or outliers, and turn insights into action.
  • High level of organization, judgment, ownership, and follow-through, with the ability to manage multiple priorities and shifting timelines.
  • Proficiency with program-management and collaboration tools such as Monday.com, Jira, Microsoft 365, or similar platforms.


Nice to Haves

  • Advanced degree in healthcare, business, or a related field.
  • PMP, Agile, Lean Six Sigma, change-management, or comparable certification.
  • Experience with pharmacy program design, specialty pharmacy, pharmacy networks, payer or PBM contracting, pharmacy onboarding, or healthcare technology implementation.
  • Experience standing up portfolio governance, reusable program-management frameworks, or post-launch monitoring processes in a growing organization.
