Main Purpose of Job
This position serves as the Program Manager for the Office of Overdose Prevention and Education within the Division of Prevention and Promotion at the Behavioral Health Administration (BHA). As a senior-level manager, this position leads Maryland's statewide drug user health program infrastructure and oversees the development, implementation, and oversight of programs aimed at reducing substance use-related morbidity and mortality, particularly among people who use drugs.
The Program Manager is responsible for administering Drug User Health Services, which include initiatives such as overdose education and naloxone distribution (OEND), Opioid Associated Disease Prevention and Outreach Programs (OADPOP)s, drug user health training and capacity building, epidemiological surveillance, and systems-level coordination. Additionally, this position oversees efforts to expand access to buprenorphine in community-based settings through the Medication for Opioid Use Disorder (MOUD) Intervention Unit, which includes the Hub and Spoke model, Overdose Survivors Outreach Programs, Screening, Brief Intervention, and Referral to Treatment (SBIRT), and Maryland Addiction Consultation Services (MACS).
With a combined budget of approximately $30 million, this position provides strategic and programmatic leadership to ensure drug user health programs are effectively managed, fiscally accountable, and compliant with federal and state guidelines. The Program Manager also represents BHA in multi-agency collaborations, advises senior leadership on policy and funding priorities, and ensures alignment with BHA's mission to support equity, recovery, and health for all Marylanders impacted by substance use.
This position is eligible for hybrid telework, which is subject to change as necessitated by operations and customer-focused demands.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level.
A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.
DESIRED OR PREFERRED QUALIFICATIONS
Desired candidates should possess the following:
• Demonstrated knowledge of evidence-based drug user health, overdose prevention, and strategies to reduce substance use-related morbidity and mortality.
• Experience developing, implementing, and overseeing statewide or large-scale behavioral health, substance use, overdose prevention, or MOUD programs.
• Experience managing complex state and/or federal grant-funded programs, including programmatic oversight, subgranting, procurement, fiscal accountability, and compliance requirements.
• Experience supervising managers and multidisciplinary teams, including programmatic, epidemiological, technical, and administrative staff.
• Experience developing policy, operational protocols, and strategic recommendations related to substance use, overdose prevention, or public health.
• Experience using epidemiological and programmatic data to inform program implementation, evaluation, resource allocation, and quality improvement.
• Experience collaborating with state agencies, local jurisdictions, community-based organizations, healthcare partners, and other stakeholders on complex statewide initiatives.
