About this role:

As Program Manager, you will lead and coordinate strategic initiatives across external affairs, government engagement, community relations, operations, and internal cross-functional teams. You will play a critical role in helping General Matter build and maintain trusted relationships with local communities, government stakeholders, regulators, industry partners, and strategic organizations while ensuring internal initiatives are executed effectively.

This role requires exceptional communication, organizational leadership, and operational execution skills. You will work closely with leadership to support permitting efforts, public engagement initiatives, government coordination, strategic partnerships, and high-priority company programs. The ideal candidate thrives in fast-paced environments, can navigate ambiguity, and is comfortable representing the company across a broad range of stakeholders.

Responsibilities:
  • Lead and coordinate cross-functional strategic programs supporting company growth, external engagement, and operational priorities
  • Support government relations activities with federal, state, and local agencies and stakeholders
  • Help manage community engagement initiatives, public outreach efforts, and local stakeholder communications
  • Coordinate meetings, briefings, site visits, and engagement activities with government officials, regulators, industry partners, and community organizations
  • Develop and maintain program schedules, action trackers, status reports, and executive briefings
  • Partner with internal teams including Operations, Engineering, Legal, Communications, Security, Supply Chain, and Leadership to ensure alignment on key initiatives
  • Track permitting, regulatory, and external engagement activities and ensure timely follow-up and execution
  • Support development of presentations, briefing materials, talking points, and external communications
  • Identify program risks, dependencies, and execution gaps while driving resolution across stakeholders
  • Build and maintain strong working relationships across internal and external organizations
  • Support strategic planning, operational coordination, and execution of special projects as assigned by leadership
  • Help establish scalable program management processes and operating rhythms as the company grows
  • Coordinate with external vendors, consultants, agencies, and strategic partners as needed
  • Support company representation at conferences, public meetings, industry events, and community forums

Basic Qualifications:
  • 7+ years of experience in program management, operations, government affairs, external affairs, community relations, project management, or related leadership roles
  • Strong organizational and execution skills with the ability to manage multiple concurrent priorities
  • Excellent written, verbal, and interpersonal communication skills
  • Experience coordinating across cross-functional teams and external stakeholders
  • Ability to operate effectively in fast-paced, high-growth, and ambiguous environments
  • Strong attention to detail and ability to manage sensitive or high-visibility initiatives professionally
  • Experience preparing executive presentations, briefing materials, and status reporting
  • Strong problem-solving and critical thinking skills
  • Ability to build trust and maintain effective relationships across diverse stakeholder groups
  • Bachelor's degree in Business, Public Policy, Communications, Political Science, International Relations, Engineering, or a related field (or equivalent experience)

Preferred Skills and Experience:
  • Experience working with government agencies, regulators, community organizations, or public-private partnerships
  • Experience in energy, infrastructure, manufacturing, aerospace, defense, nuclear, mining, or other highly regulated industries
  • Experience supporting permitting, regulatory, or external stakeholder engagement activities
  • Familiarity with public affairs, strategic communications, or community engagement best practices
  • Project Management Professional (PMP) certification or equivalent program management experience
  • Experience working in startup or high-growth operational environments
  • Strong executive communication and stakeholder management capabilities
  • Ability to manage sensitive issues with professionalism and discretion
  • Experience supporting strategic initiatives involving multiple external stakeholders and agencies

Additional Requirements:
  • Ability to work extended hours and weekends as necessary.

Compensation and Benefits

The base salary range for this role is $170,000 to $200,000 annually.

Compensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity. Please note that the stated salary range is an estimate and may be adjusted based on market conditions, business needs, or other factors. In addition to base salary, for full-time hires, you may also be eligible for long-term incentives, in the form of stock options, and access to medical, vision & dental coverage as well as access to a 401(k) retirement plan.
