Overview:

The Program Manager will establish and mature VectorUSA's SEWP operating model, develop scalable business processes, coordinate cross-functional execution, and ensure compliance with contract requirements.
Working closely with leadership, capture, sales, contracts, finance, operations, and partner teams, the Program Manager will help maximize contract utilization, strengthen OEM relationships, improve organizational readiness, and drive long-term growth through the SEWP vehicle. Success in this role is measured by the ability to deliver operational excellence, support revenue growth, enhance customer satisfaction, and build a scalable SEWP business capability.

Primary Responsibilities
Contract Leadership & Administration
  • Serve as VectorUSA's designated Program Manager and primary point of contact with the SEWP Program Management Office (PMO).
  • Manage day-to-day operations of VectorUSA's SEWP VI contracts and ensure compliance with program policies, procedures, reporting requirements, and contractual obligations.
  • Lead contract onboarding, contract modifications, deliverables, audits, inspections, and ongoing contract administration activities.
  • Monitor and manage SEWP Program Performance metrics, corrective actions, and customer satisfaction activities to maintain the company in good standing and maximize contract utilization.
    Governance, Process & Operations
  • Establish and continuously improve the governance framework, operating procedures, workflows, and controls required to effectively manage the SEWP program.
  • Coordinate cross-functional execution across Contracts, Finance, Procurement, Engineering, Operations, Security, Marketing, Capture, and Federal Sales teams.
  • Maintain readiness for audits, reporting requirements, contract reviews, and performance assessments.

Contract Catalog, OEM & Partner Management
  • Lead Technology Refresh (TR) activities, catalog maintenance, pricing updates, and contract offering management.
  • Manage relationships with OEMs, distributors, strategic partners, and subcontractors supporting SEWP opportunities.
  • Coordinate product authorizations, registrations, sourcing, pricing support, and fulfillment processes.
  • Ensure contract offerings remain current, competitive, and aligned with customer demand.

Business Growth & Customer Success
  • Partner with Capture Management and Account Executives to maximize utilization and growth of the SEWP vehicle.
  • Support opportunity qualification, RFQ responses, pricing activities, and contract execution efforts.
  • Drive customer satisfaction, contract adoption, and revenue growth across SEWP Categories A and C

Compliance, Reporting & Training
  • Manage contract reporting, required deliverables, certifications, and compliance requirements, including C-SCRM, AbilityOne, and related contract obligations.
  • Oversee maintenance of SEWP-specific web resources, ordering guides, and customer-facing contract information.
  • Develop and deliver internal training, playbooks, and knowledge resources supporting successful SEWP execution.

Leadership
  • Provide leadership and direction for VectorUSA's SEWP Program Office, including the Deputy Program Manager and other assigned support personnel.
  • Lead internal governance activities and drive accountability across participating business functions.


Required Qualifications
  • Bachelor's degree from an accredited institution.
  • 7-10 years of experience supporting federal programs, contract operations, business operations, acquisition environments, or complex cross-functional initiatives.
  • Demonstrated experience establishing processes, governance structures, and operational frameworks supporting federal IT, technology, or professional services programs.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Demonstrated ability to coordinate and influence cross-functional stakeholders.
  • Ability to manage multiple priorities in a fast-paced environment.

Desired Qualifications
  • Experience with SEWP or other GWACs/IDIQs/MACs/BPAs.
  • Knowledge of federal acquisition regulations and contract administration.
  • Capture/proposal/business development experience.
  • OEM and partner management experience.
  • Technical understanding of networking, cybersecurity, cloud, managed services, or federal IT.
  • Project Management Professional (PMP) certification.
  • Active federal security clearance or ability to obtain one.
