Responsibilities

Full Job Description
Old Harbor Solutions, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is looking for a Program Manager to join our team in Arlington, VA.

Responsibilities
  • Serve as the primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR), available by phone Monday-Friday, 8:30 AM-5:00 PM EST, with the ability to respond to technical issues within 4 hours
  • Oversee all contractor personnel and subcontractors performing work under this contract, ensuring continuity of support and maintenance of required staffing levels at all times
  • Deliver monthly status reports to the CO and COR by the 15th of each month, including financial status, schedule performance, staffing, risk registry updates, and cost variance analysis
  • Develop, maintain, and update the Project Management Plan (PMP), including work breakdown structure, risk management approach, and quality assurance controls
  • Chair and participate in monthly Program Management Reviews (PMRs) and the post-award kickoff conference
  • Develop and maintain a Business Continuity Plan (BCP), ensuring it is operational within 24 hours of any emergency activation
  • Manage procurement, transportation, and storage of materials purchased under the contract
  • Notify the CO no less than 15 business days in advance of any changes to key personnel, providing written justification and proposed substitute qualifications
  • Ensure all contractor employees maintain required professional certifications, security clearances, and training requirements, including annual IT security awareness and privacy training
  • Oversee contractor compliance with DHS security policies, records management obligations, and sensitive information handling requirements
  • Develop and monitor a transition-out plan if/when contract responsibilities are transferred, supporting up to a 90-day transition period
  • Manage surge support efforts as directed by the Government, ensuring work is performed within authorized funding ceilings

Required Qualifications
  • Bachelor's degree minimum
  • At least 8 years of relevant experience
  • Demonstrated ability to lead high-visibility or mission-critical programs independently
  • Experience managing and overseeing multidisciplinary teams
  • Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
  • U.S. citizenship required

Preferred Qualifications
  • Active TS/SCI clearance
  • Prior experience supporting DHS, CISA, or other federal agency programs
  • Familiarity with international affairs, cybersecurity policy, or critical infrastructure programs
  • Experience with federal contract management, including FAR compliance and cost/schedule reporting
  • PMP (Project Management Professional) certification or equivalent
  • Experience managing subcontractors in a federal contracting environment
  • Proficiency with Microsoft Office and SharePoint-based platforms
  • Prior experience developing or maintaining Business Continuity Plans in a government context
