Program Manager - Public Sector IT Projects (Cloud, AI, Software Development)

Role Overview

Game Plan Tech is seeking an experienced and highly motivated Program Manager to lead and manage critical IT projects for our public sector clients. This role will be instrumental in delivering complex technical solutions, including the establishment of Cloud Landing Zones, cloud-native software development, and the application of AI technologies. The ideal candidate will possess a strong understanding of project management methodologies, a proven track record of successful project delivery within the US public sector, and a passion for leveraging emerging technologies to solve mission-critical challenges.

Desired Qualifications
  • 10+ years of experience in IT project management, with a strong emphasis on delivering complex technical solutions.
  • Bachelor's degree (ideally in an IT or related field).
  • Strong technical acumen.
  • Proven experience managing projects related to Cloud Landing Zones (e.g., AWS, Azure, GCP), cloud-native software development, and/or AI/ML implementations.
  • Demonstrated project management experience with US Public Sector customers (Department of Defense, Federal Civilian agencies, State & Local Governments).
  • Demonstrated experience managing project scope, schedule, and budget for FFP and T&M contracts.
  • Solid understanding of project management methodologies (e.g., Agile, Scrum, Waterfall) and experience applying them effectively.

Key Responsibilities
  • Lead and manage the full lifecycle of IT projects, from initiation and planning to execution, monitoring, control, and closure.
  • Contract Execution & Delivery: Serve as the primary point of contact for government clients, including the Contracting Officer's Representative (COR). Manage project execution from kickoff to closeout, ensuring all deliverables defined in the Performance Work Statement (PWS) are completed on time and within budget.
  • Develop comprehensive project plans, including scope, objectives, deliverables, timelines, resource allocation, and budget.
  • Stakeholder Communication: Facilitate regular progress reviews and technical interchange meetings. Clearly communicate project status, risks, and successes to both government stakeholders and internal leadership.
  • Serve as the primary point of contact for clients, fostering strong relationships and ensuring clear communication throughout the project lifecycle.
  • Lead and mentor project teams, fostering a collaborative and high-performing environment.
  • Develop and maintain project documentation, including status reports, stakeholder communications, and lessons learned.
  • Ensure project deliverables meet quality standards and client requirements.
  • Stay current with emerging technologies, particularly in cloud computing, AI, and software development trends relevant to the public sector.
  • Risk & Compliance Management: Proactively identify, assess, and mitigate project risks, particularly those associated with implementing emerging technologies in secure government environments.
  • Financial Oversight: Track all project costs, including labor hours and Other Direct Costs (ODCs). Manage project budget and profitability, and prepare required financial reports for government submission.
  • Collaborate with business development and technical teams to support proposal development and new business opportunities.

Project specific responsibilities include:
  • Oversee the establishment of Cloud Landing Zones, ensuring adherence to security, compliance, and architectural best practices.
  • Manage cloud-native software development projects, including agile methodologies, continuous integration/continuous delivery (CI/CD) pipelines, and microservices architectures.
  • Lead the implementation and scaling of AI systems, the application of AI tools, and the use of Generative AI for legacy software modernization.
