Program Manager Hybrid
Description:Diversified Systems is searching for a Program Manager to provide temporary project management coverage and backfill support for an internal Project Manager on leave. This position is responsible for managing an active portfolio of concurrent IT projects with a strong emphasis on vendor oversight, procurement-driven initiatives, and successful solution delivery across multiple business units.
The Program Manager's primary responsibility is to drive projects from initiation through closure while maintaining schedule, scope, budget, quality, and operational continuity throughout the engagement.
Responsibilities:- Portfolio & Project Delivery
- Manage and track progress for multiple concurrent IT projects against established project plans, milestones, and deliverables.
- Drive project execution from initiation through closure while maintaining schedule, scope, budget, and quality objectives.
- Vendor & Procurement Management
- Oversee vendor performance, contractual compliance, and deliverables on vendor-led IT initiatives.
- Interface with software and hardware suppliers and internal procurement teams.
- Monitor vendor execution and ensure alignment with project objectives and contractual obligations.
- Stakeholder & Team Alignment
- Serve as the primary point of contact for project-related communications.
- Balance workloads across cross-functional teams and align deliverables with business goals.
- Facilitate collaboration among business, technical, vendor, and leadership stakeholders.
- Risk & Issue Management
- Proactively identify project risks, technical dependencies, and delivery challenges.
- Develop actionable risk mitigation strategies.
- Resolve project issues with professionalism, sensitivity, and tact.
- Scope & Baseline Control
- Manage scope changes and obtain required approvals.
- Adjust project schedules, timelines, and resource estimates as necessary.
- Maintain project baselines and change control processes.
- Governance & Reporting
- Develop and deliver regular status reports to leadership, project teams, and key stakeholders.
- Provide visibility into project health, budget status, schedule performance, accomplishments, risks, and upcoming milestones.
- Support project governance and decision-making activities.
- Process Compliance
- Ensure projects comply with State of Ohio IT governance standards, security requirements, quality standards, and established project management templates and methodologies.
Requirements:- 7 years of demonstrated experience managing complex IT projects across full project lifecycles required.
- 7 years of experience tracking multiple workstreams, managing cross-functional technical teams, and reporting to senior IT leadership required.
- 7 years of hands-on experience using formal project management methodologies to deliver IT projects on time and within scope required.
- 5 years of experience in vendor oversight, third-party contract monitoring, or procurement-involved technology projects required.
- Demonstrated experience managing vendor relationships, reviewing vendor deliverables, and ensuring contractual execution required.
- Strong expertise in risk identification, issue resolution, schedule tracking, and scope change control required.
- Exceptional written and verbal communication skills with the ability to bridge business requirements and technical solution delivery required.
Highly Desired Skills:- Project Management Professional (PMP) certification or equivalent project management certification highly desired.
- Familiarity with State of Ohio IT governance, security frameworks, and public procurement processes highly desired.
- Experience utilizing modern work-tracking and project management tools such as Azure DevOps, Jira, or Microsoft Project highly desired.
- Experience supporting vendor-managed COTS implementations or cloud-hosted solution deployments highly desired.
