Responsibilities & QualificationsWe are seeking Program Manager - COMSEC IT Services for the COMSEC IT Services contract.
The Program Manager will provide executive leadership and overall management of a large, complex Department of State COMSEC IT Services program. The Program Manager will serve as the contractor's primary management interface with Government leadership and will be accountable for technical performance, staffing, schedule, financial management, quality, risk, contract deliverables, and mission continuity.
This position requires a leader capable of managing highly cleared technical personnel supporting mission-critical cybersecurity, telecommunications, network engineering, cryptographic, software, logistics, and COMSEC operations.
REQUIRED QUALIFICATIONS
Experience
- 10+ years of progressive program or project management experience supporting complex IT, cybersecurity, telecommunications, network engineering, or critical-infrastructure programs.
- Demonstrated experience managing large multidisciplinary technical teams.
- Demonstrated experience managing Federal Government contracts or programs.
- Demonstrated experience with cost, schedule, staffing, risk, quality, and performance management.
- Experience developing, monitoring, and reporting program KPIs and performance metrics.
- Experience supporting mission-critical or high-availability IT environments.
- Experience managing subcontractors and geographically distributed personnel.
- Experience with Technology Business Management (TBM) concepts.
- Experience with ITIL-based IT service-management practices.
Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.
Certifications
PMP strongly required for recruiting
CISSP, CISM, or comparable senior cybersecurity certification strongly preferred.
ITIL certification preferred.
Education
Bachelor's degree in information technology, Computer Science, Engineering, Business, Program Management, or a related field preferred.
Relevant additional experience may be considered where permitted by the governing Evolve IDIQ requirements.
Clearance
- Active Top Secret clearance required. TS/SCI eligibility/access may be required based on assigned duties.
PREFERRED QUALIFICATIONS
Department of State experience.
COMSEC or cryptographic systems experience.
Classified national-security program experience.
Evolve or comparable large Federal IDIQ/task-order experience.
Experience managing 24x7x365 technical operations.
Experience with ServiceNow, performance dashboards, TBM, financial reporting, and integrated master schedules.
RESPONSIBILITIES
Provide overall leadership, direction, and management of task-order performance.
Serve as the primary contractor management interface with the COR and Government program leadership.
Direct contractor and subcontractor personnel supporting all COMSEC task areas.
Ensure technical, contractual, financial, staffing, schedule, and performance objectives are achieved.
Maintain full program visibility into labor utilization, costs, schedules, deliverables, risks, issues, and operational performance.
Lead staffing and resource-management activities.
Maintain a qualified, cleared, and mission-ready workforce.
Manage workforce retention, succession planning, cross-training, and continuity.
Oversee integrated program schedules and major milestones.
Manage program financial performance, forecasts, burn rates, and planned-versus-actual performance.
Lead quality-management and continuous-improvement activities.
Establish and maintain program risk and issue-management processes.
Monitor program performance measures, KPIs, service levels, and corrective actions.
Oversee contract deliverables and ensure accurate and timely submission.
Lead Program Management Reviews and executive-level status briefings.
Coordinate modernization activities while maintaining uninterrupted operational support.
Ensure effective communication among Government stakeholders, technical teams, subcontractors, and corporate leadership.
Manage program requirements, knowledge, resources, quality, organizational change, risk, and communications.
Ensure compliance with applicable Department of State, Federal, security, cybersecurity, and contractual requirements.
The PWS expressly assigns the Contractor Program Manager responsibility for overall direction and oversight and identifies schedule, financial, earned-value, TBM, performance, knowledge, resource, change, quality, requirements, risk, and communications management among the required program-management disciplines

WAGE INFORMATION
Target salary range: $180,000 - $230,000. The salary range displayed is an estimate and will be determined on several factors regarding the individual’s particular combination of education, knowledge, skills, competencies and experience, as well as contract parameters and organizational requirements. The displayed salary is one component of the total compensation package for employees.
