JOB TITLE: Program Manager – Communications Support

GOVERNMENT AGENCY: DOJ EOIR

POSITION INFORMATION: Full-time

LOCATION: Falls Church, VA (onsite)

POSITION TIMING: Position requires candidate to obtain a DOJ Public Trust clearance which can take 4-6 weeks to process and must be complete prior to starting employement

ITC Federal is seeking a motivated, career and customer-oriented Program Manager to join our team in Falls Church, VA. This is a hybrid position supporting the US government. Regular weekly schedule will be 3 days working on site and 2 days working remote.  This is a fast-paced work environment that offers the opportunity to utilize hands-on experience with a variety of IT solutions to solve mission-critical problems supporting the US government.

 

The Program Manager provides management, direction, and oversight of a contract for EOIR, a DOJ component.  The PM is responsible for overseeing the daily operations and maintenance of IT systems, ensuring the reliability, security, and operational stability of the organization’s infrastructure. This role supervises Voice over IP (VoIP), Network, Video-teleconferencing (VTC), Digital Audio Recording (DAR), Asset Management and Field Site Administrators (FSAs).

 

Responsibilities
  • Serve as the primary point of contact with the Government for overall contract performance, ensuring delivery meets or exceeds the standards reflected in CPARS evaluations.
  • Oversee a team of approximately 55 resources supporting networking, VoIP, audio/visual, asset management and onsite Tier 2 support at various EOIR court locations.
  • Oversee program budget, burn rate, and invoicing accuracy; forecasts staffing and funding needs and flags variances early.
  • Enforces work standards, establishes contractor schedules, supervises contractor personnel, and communicates organizational policies, purposes, and goals to the team.
  • Coordinate daily, weekly, and long-range work assignments and support requirements with team leads.
  • Ensure effective coordination and communication across functional groups and areas of responsibility.
  • Responsible for hiring, onboarding, performance management, retention, and professional development of assigned staff.
  • Ensure teams are adequately staffed, trained, and equipped to meet operational demands.
  • Develop and maintain strategy maps that align program activities to overall organizational objectives.
  • Collects, reviews, and analyzes information to develop recommendations for Government stakeholders.
  • Identifies opportunities for process improvement and implements industry best practices.
  • Proactively fosters a team environment grounded in mutual respect and collaboration, dedicated to the overall mission of the agency.
Qualifications
  • Bachelor's degree plus 10+ years of IT program/project management experience, including 5+ years managing federal IT services contracts of similar size and scope.
  • PMP required; ITIL v4 Foundation preferred.
  • Active DOJ Public Trust or ability to obtain; prior DOJ experience strongly preferred.
  • Experience managing T&M/labor-hour contracts and subcontractor relationships.
  • Strong written and verbal communication skills, with experience briefing senior Government stakeholders.

Preferred Qualifications:

  • Experience with IT service management (ITSM) frameworks.
  • Proficiency in network, telephone and audio-visual components.
  • Ability to work in a fast-paced, dynamic environment.

WORK ENVIRONMENT AND PHYSICAL DEMANDS:

  • Candidate must be able to function in general office environment
  • The person in this position must have the ability to lift and move IT equipment weighing up to 50 pounds.
