- Leads all national SNAP retailer compliance operations, including administrative case processing, rigorous analytic reviews of transaction activity, and sanction actions resulting from retailer misconduct
- Manages the complete sanction process for SNAP retailer investigations, from issuing Charge Letters to coordinating Administrative and Judicial Review requests, ensuring consistent application of regulations and equitable enforcement
- Collaborates with law enforcement partners, offering technical expertise on compliance case development and evidentiary thresholds, and drives modernization initiatives to streamline administrative processes and strengthen investigative readiness.

- Leads, directs, and oversees all national SNAP retailer operations activities, including authorization, reauthorization, compliance verification, and administrative actions for participating stores and meal service providers
- Develops and implements national policies and strategic initiatives to strengthen program integrity, executing enhanced retailer screening, criminal history reviews, and identity verification to prevent ineligible retailers from entering the program
- Drives organizational improvements that enhance operational efficiency and national program stewardship, while serving as a senior advisor to ROC leadership on retailer integrity issues, emerging fraud trends, and strategic priorities

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify for the GS-15: Applicants must possess one year of specialized experience equivalent to the GS-14 in the Federal and or Public Service. Specialized experience is defined as:
- Demonstrated leadership in planning, coordinating, and executing large-scale national programs or operational functions specifically focused on regulatory oversight, integrity, or compliance within a federal or comparable regulatory environment;
- Proven experience directing data analysis, risk assessment, or predictive modeling techniques to identify and mitigate program vulnerabilities, detect potential fraud, or ensure compliance within a large-scale regulated environment;
- Extensive experience overseeing or directing complex investigations, administrative actions, or sanction processes against regulated entities or program participants, including coordination with law enforcement or external oversight bodies; and
- Documented success in developing, implementing, and modernizing policies, strategies, or operational procedures to enhance program integrity, efficiency, or compliance outcomes within a complex regulatory framework.

Fraud Analytics Division Director: The Fraud Analytics Division Director provides leadership for all national fraud detection, predictive analytics, and investigation initiation activities related to SNAP retailers and meal service providers. Operating within the Office of Retailer Operations & Compliance (ROC), this position directs mission critical functions that protect SNAP from retailer based fraud, misuse, and systemic vulnerabilities. The Director oversees advanced analytic operations, nationwide fraud screening, investigative referrals, and data driven compliance initiatives designed to safeguard federal funds and uphold program integrity.
Retailer Compliance Division Director: The Retailer Compliance Division Director provides leadership over all national SNAP retailer compliance and enforcement operations within the Office of Retailer Operations & Compliance (ROC). This includes directing administrative cases derived from Electronic Benefit Transfer (EBT) transaction analysis, overseeing sanction processes resulting from retailer investigations, and ensuring consistent, fair, and evidence based compliance actions across the national retail landscape.
Retailer Operations Division Director: The Retailer Operations Division Director is responsible for national administration of Supplemental Nutrition Assistance Program (SNAP) retailer operations within the Office of Retailer Operations & Compliance (ROC). This role provides strategic leadership and authoritative oversight to ensure the integrity of SNAP retailer participation nationwide and to safeguard federal resources through robust screening and administrative actions.
