Role Description:The Program Manager, Capital Improvement Program (CIP), supports the successful delivery of DC Water's capital improvement program by acting on behalf of the Authority to exercise management oversight of consultants and contractors, apply sound judgment and critical thinking, and resolve complex project, contract, and stakeholder challenges. The position evaluates consultant and contractor performance against contractual obligations, key performance indicators, and organizational objectives; identifies risks and opportunities; develops corrective actions; and recommends strategies to improve project and program outcomes. The Program Manager also participates in confidential procurement evaluations and advises senior leadership on contract effectiveness, resource utilization, and program priorities.
Essential Duties & Responsibilities:Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47-2853.131. Scope of practice for engineers:
For the purposes of this part, the term "practice of engineering" means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.
- Develops performance expectations for consultants and contractors; evaluates performance against contractual obligations and key performance indicators; identifies and resolves performance concerns; and establishes corrective actions necessary for contractors and consultants to achieve the Authority's organizational objectives.
- Oversees and leads consultant and contractor performance by monitoring deliverables, schedules, budgets, expenditures, quality, risks, and other contractual commitments. Identifies performance trends and recommends timely actions to address deficiencies or improve outcomes.
- Reviews and approves consultant and contractor key personnel assignments, substitutions, staffing plans, and resource deployment. Evaluates whether proposed resources possess the qualifications, experience, availability, and performance necessary to satisfy contractual commitments and organizational objectives and requires corrective actions when deficiencies are identified.
- Evaluates whether deliverables and invoices are adequately supported by satisfactory performance and recommends acceptance and payment in accordance with contract requirements and DC Water policies.
- Develops and maintains performance measures, dashboards, reports, and accountability tools used to evaluate contract effectiveness, program outcomes, and consultant and contractor performance.
- Participates as a voting member of consultant, professional services, and construction selection panels. Reviews confidential procurement information, provides evaluation recommendations, and complies with applicable non-disclosure and conflict-of-interest requirements associated with the evaluation process.
- Coordinates with Asset Management, Operations, Engineering, Procurement, Compliance, Finance, and other stakeholders to align programs with organizational priorities.
- Leads the resolution of complex project, contract, technical, operational, and stakeholder issues and exercises independent judgment in recommending actions necessary to support successful delivery of capital improvement projects and programs.
- Represents DC Water in the administration and interpretation of consultant and contractor agreements; advises executive leadership on contract performance issues, modifications, disputes, and corrective actions necessary to protect the Authority's interests.

Required Skills & QualificationsRequired Experience:Five (5) years of progressive experience in water and wastewater systems planning, design, and construction.
Minimum Education Requirements:Bachelor's degree in Civil Engineering or related Engineering field from an accredited college or university.
Required Skills:Analytical, contract performance management, planning, and organizational skills.Ability to establish performance expectations, evaluate contractual compliance, identify performance concerns, and recommend corrective actions.Written and verbal communication, negotiation, performance evaluation, data management, and program management skills.Utilizes personal computer and maintains a working knowledge of applicable software programs (e.g., Word, Excel, email).
