Under the direction of the Health Services Evaluation Leadership Team, the Program Evaluation Analyst II leads data and analytical efforts that support Health Services departments, programs, and quality initiatives. Evaluating and analyzing programs and initiatives across Health Plan departments is a core function of this role.
The Program Evaluation Analyst II must be a data driven professional with extensive experience applying rigorous quantitative methods in research and/or program evaluation. This role requires advanced expertise in relational databases, complex query logic, and statistical analysis.
In addition to technical proficiency, the Program Evaluation Analyst II designs and executes analyses that address research questions, measures program impact, and translates findings into actionable insights. The role works cross functionally to transform raw data into evidence that informs strategy, operations, and outcomes. The Analyst II also disseminates study and analysis results to audiences across the organization, including leadership teams.

Lead program evaluation efforts by working collaboratively with a program evaluator, supporting the process of designing evaluation frameworks, logic models, and research methodologies (e.g., pre/post, comparison groups, quasi‑experimental approaches) to answer research questions and assess program outcomes
Identify appropriate data sources, extract and prepare datasets, and ensure data integrity by testing, validating, and maintaining accuracy across multiple systems
Clean, transform, and analyze data using statistical, predictive, and exploratory methods, developing reproducible workflows and applying rigorous quantitative approaches
Create clear, actionable reports, dashboards, and visualizations that communicate complex findings effectively to diverse audiences
Synthesize analytical results into concise narratives, summaries, and recommendations that support executive decision‑making and operational improvements
Partner with program leads, data/IT teams, finance, and operations to align evaluation plans, ensure data accuracy, and support implementation of insights
Apply equity-centered frameworks to study design, measurement, and interpretation, contributing to ongoing improvement of methods for evaluating outcomes across key populations
Manage multiple evaluation projects simultaneously, maintain standardized documentation (e.g., codebooks, methods, reproducible pipelines), and present findings to both technical and non‑technical stakeholders while fostering positive working relationships
Perform any other duties as required to ensure Health Plan operations and department business needs are successful

Work Model LocationThis position is on a hybrid work schedule. (Monday & Friday - remote, Tuesday – Thursday onsite in Rancho Cucamonga, CA.)
