Full Job Description
Strategic Analysis, Inc (SA) is seeking a versatile, skilled Program and Data Analytics SETA to support Defense Advanced Research Projects Agency (DARPA) activities. In this role the Program & Data Analytics SETA is responsible for providing critical project management and data/analytics support for the Civil Reserve Manufacturing Network (CRMN). This role requires a strategic approach to managing performer teams developing digital infrastructure-specifically the CRMN Registry and Manufacturing Compatibility Index (MCI)-and leading a pilot conversion exercise to validate these tools within a defense contracting context.

Responsibilities:

Digital Tool Oversight
• Manage performer teams developing pilot digital tools for the CRMN, ensuring successful delivery of the CRMN Registry and the Manufacturing Compatibility Index (MCI).
• Provide technical oversight and guidance regarding data sources, data quality, and overall data and digital tool architecture.
• Direct UX/UI development efforts to ensure the digital tools meet program objectives and end-user requirements
Pilot Conversion Support.
• Support a pilot conversion exercise designed to test the digital tools' capacity to identify adjacent manufacturers for specific supply chain items.
• Alongside the Program Manager, validate the physical ability of identified adjacent companies to convert their production lines to manufacture required items.
• Oversee the experiment design, execution logistics, and rigorous data collection required to support the pilot exercise.

Program Management
• Track day-to-day operations, performer progress, and milestone completion across all CRMN initiatives.
• Maintain clear, detailed communication and coordination across government and performer stakeholders.
• Hands-on experience with supply chain mapping and illumination.
• Experience managing software/digital tool development within the SDLC.

Required Qualifications:
• At least 3 years of relevant experience.
• Exceptional project management skills with rigorous attention to detail and clear communication abilities tailored for diverse stakeholders.
• Strong understanding of government contracting mechanisms, acquisition lifecycles, and performer management, particularly at the Department of War (DoW).
• Demonstrated capability in data architecture, data quality assessment, and UX/UI development principles.
• Proven understanding of experiment design, execution logistics, and structured data collection methodologies.
• Other duties as assigned.

Desired Qualifications:
• Understanding of the commercial and defense manufacturing ecosystem, industrial processes, and physical production line conversion logistics
• Working understanding of AI-driven additive manufacturing, metallic AM, dual-use production line conversion; digital twins and modeling
• Experience with rapid prototyping

Education: Bachelor's degree

Clearance: DoD TS, ability to obtain SCI.

Location: On-site most days.
