The primary purpose of this position is to serve as Program Analyst in the Program Evaluation Division.
DutiesHelp
- Serves as the program portfolio focal point for resource allocation and control and maintain effective liaison with agency program monitors and controller to ensure accurate and equitable allocation of the portfolio.
- Advises leadership in planning, organizing, and overseeing the activities of the organization.
- Ensures the office complies with legal and regulatory requirements and meets agency needs.
- Establishes, develops, and maintains effective working relationships with management officials to best manage initiatives; direct competitive sourcing and privatizations, initiatives; and manage the manpower data system.
- Serves as primary interface for the manpower studies project with supporting technical systems organizations and other functional area systems experts.

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes developing and implementing management policy and tools to educate, train, and build awareness of financial management workforce products and services.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:- Knowledge of management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
- Knowledge of the organization, programs, missions, to conduct studies to determine manning and skill levels to staff portfolio activities.
- Knowledge of manpower resources management principles and techniques to include manpower programming/allocations/requirements processing.
- Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing the presenting briefings and reports.
- Knowledge of the relationship of the various entities involved in overall planning and execution of operations and evaluations and the way Planning, Programming, and Budgeting Executing System (PPBES) process supports them.
- Ability to communicate clearly concisely and with technical accuracy, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
