Description
The Product Owner will support the Technical Project Manager in facilitating Scrum activities, sprint planning, backlog management, and roadblock prevention. This role serves as the bridge between stakeholders and the development team, ensuring priorities are clearly defined, development efforts stay aligned with project goals, and impediments are resolved quickly. The ideal candidate brings hands-on software development experience and a strong understanding of Agile methodologies.
Location: Hybrid -OCH Technologies Headquarters in Sterling, VA or William J. Hughes Technical Center -Egg Harbor, NJ
Core Responsibilities & Duties - Facilitate Scrum ceremonies including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives to maintain consistent team cadence.
- Own and prioritize the product backlog in coordination with the Technical Project Manager and stakeholders, ensuring the team is always working on the highest-value items.
- Write and refine user stories with clear acceptance criteria, working closely with developers and stakeholders to ensure shared understanding of requirements.
- Identify and remove roadblocks that impede team progress, escalating to the Technical Project Manager or leadership when necessary.
- Serve as the primary liaison between the development team and stakeholders for day-to-day sprint activities and delivery priorities.
- Monitor sprint health metrics (velocity, burndown, cycle time) and provide visibility into team progress and risks.
- Collaborate with the Technical Project Manager on release planning, scope management, and schedule alignment with contract milestones.
- Support the development of project documentation including status reports, sprint summaries, and system lifecycle artifacts.
- Contribute technical perspectives to solution design discussions and help the team evaluate implementation approaches.
- Assist in identifying opportunities for process improvement and recommend adjustments to Agile practices based on team retrospective feedback.
- Support proposal efforts and organic growth opportunities as needed.

Requirements
Minimum Qualifications Education: Bachelor's degree in computer science, Engineering, Math, or Science or related discipline
Experience: - A minimum of five (5) years of relevant experience
- 3+ years of experience in a Product Owner, Scrum Master, or similar Agile role
- 2+ years' experience with software development , including coding, code review, technical design, or other direct participation in the software development lifecycle
- 2+ years of experience working in a Government Contracting environment
- Experience facilitating Scrum ceremonies including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives
- Experience managing and prioritizing product backlogs using Atlassian tools (e.g., Jira, Confluence)
- Experience translating stakeholder requirements into user stories with clear acceptance criteria
- Experience identifying, escalating, and resolving impediments that affect team velocity and delivery
License/Certification Project Management Professional (PMP) Certification
Security Clearance Requirement: Candidate must have the ability to hold and maintain a Secret Clearance
Preferred Qualifications - Experience working with FAA or other federal aviation programs
- Experience with software modernization or migration projects
- Knowledge of DevOps practices, CI/CD pipelines, or cloud infrastructure concepts
- Experience contributing to proposal efforts or technical writing in a GovCon environment
- Familiarity with CMMI Level 3 processes and how they integrate with Agile delivery
Other Required Skills and Abilities - Must be able to effectively communicate with customers and fulfill all duties and responsibilities as listed in the contract.
- Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
- Strong facilitation, communication, and organizational skills with the ability to manage competing priorities.
- Ability to bridge technical and non-technical conversations, translating between developer language and stakeholder needs.
- Ability to take initiative on project tasks with minimal supervision.
- Provide expertise and assistance with proposal efforts.
Salary Description
$135,000 - $150,000
