This is a hybrid - field position in Orange County, CA.
The Product Manager is responsible for the development, implementation, and ongoing management of Medicare Advantage products, benefits, and member experiences across assigned markets and member segments. This role translates market intelligence, regulatory requirements, demographic trends, consumer insights, and business objectives into product strategies that drive membership growth, retention, member satisfaction, and financial performance.
The Product Manager serves as a cross-functional leader partnering with Actuarial, Finance, Compliance, Operations, Marketing, Sales, Network, Digital, Community Engagement, and other stakeholders to develop competitive, compliant, and member-centered products. The role may support specialized product portfolios, including multicultural populations, targeted growth segments, service area expansions, or other strategic initiatives.
Job Responsibilities
1. Lead Product Strategy and Lifecycle Management
Develop, implement, and manage Medicare Advantage product strategies across assigned markets or member segments. Monitor product performance and market trends, identify opportunities for enhancement, and recommend actions that improve competitiveness, member experience, and business outcomes.
2. Drive Benefit Design and Product Development
Lead the development and refinement of benefit offerings, plan features, and member experience enhancements. Partner with Actuarial, Finance, Compliance, and Operations to evaluate affordability, utilization impact, regulatory requirements, and long-term sustainability.
3. Support CMS Bid and Regulatory Activities
Participate in annual bid development, product implementation activities, service area expansion initiatives, and other Medicare Advantage product planning efforts. Ensure products, materials, and business processes align with CMS regulations and organizational compliance standards.
4. Conduct Market and Competitive Analysis
Analyze market conditions, demographic trends, consumer insights, competitive benefit offerings, and healthcare industry developments to identify growth opportunities and product differentiation strategies. Present recommendations to leadership and key stakeholders.
5. Manage Member Communications and Experience
Oversee the development and review of member-facing communications, enrollment materials, benefit documentation, and digital experiences to ensure accuracy, compliance, accessibility, and alignment with member needs. This may include multilingual or culturally tailored communications when applicable to the assigned portfolio.
6. Partner on Marketing and Growth Initiatives
Collaborate with Marketing, Sales, Community Engagement, and other stakeholders to support go-to-market strategies, member acquisition efforts, retention programs, broker education, and community outreach initiatives.
7. Lead Cross-Functional Product Initiatives
Serve as the product lead for assigned initiatives by coordinating stakeholders, developing project plans, managing timelines, identifying risks, and driving execution across matrixed teams.
8. Monitor Product Performance and Deliver Insights
Track and analyze product performance metrics, including membership growth, retention, benefit utilization, market share, operational outcomes, and member experience indicators. Develop recommendations and present findings to leadership to support strategic decision-making.
9. Maintain Market and Regulatory Expertise
Maintain current knowledge of Medicare Advantage regulations, CMS guidance, healthcare market trends, competitor activities, and emerging opportunities affecting product strategy and performance.
Supervisory Responsibilities:
This position does not have direct supervisory responsibilities. It is expected to lead cross-functional initiatives and influence outcomes through collaboration and stakeholder engagement.

Experience:
Required:
35+ years of experience in Medicare Advantage product management, health plan operations, benefit design, healthcare strategy, or related disciplines.
35Experience managing complex cross-functional initiatives in a highly regulated environment.
35Experience analyzing market, competitive, operational, or member data to support product decisions.
35Experience working across multiple business functions to deliver strategic initiatives.
Preferred:
35Experience with Medicare Advantage bid development, product implementation, service area expansions, or managed care operations.
35Experience supporting multicultural, underserved, or diverse member populations.
35Experience with member experience, digital engagement, marketing strategy, or community-based growth initiatives.
Education
Required:
Bachelor's degree in Business, Healthcare Administration, Public Health, Marketing, Finance, or a related field; equivalent experience may be considered.
Preferred:
MBA, MPH, MHA, or other related advanced degree.

Pay Range: $85,696.00 - $128,543.00
Pay range may be based on a number of factors including market location, education, responsibilities, experience, etc.
