Procurement Manager

General Matter is seeking a Procurement Specialist to join our Engineering, Procurement & Construction (EPC) team. This role is central to our efforts to design and build manufacturing facilities that will enable domestic nuclear fuel production.

This position supports EPC projects, including NRC-regulated environments, and is responsible for executing sourcing, negotiation, purchasing, and supplier management activities. You will work cross-functionally with engineering, construction, quality, and project teams to ensure materials and services are delivered on time, within budget, and in compliance with technical, commercial, and regulatory requirements.

Responsibilities

  • Execute procurement activities across EPC projects from requisition through delivery, closeout, and documentation turnover
  • Review purchase requisitions, scopes of work, technical specifications, and commercial terms for completeness and accuracy
  • Develop sourcing strategies and identify qualified suppliers and subcontractors
  • Prepare and issue RFQs, bid packages, and supplier communications
  • Evaluate supplier proposals based on cost, schedule, technical compliance, and risk
  • Support and lead commercial negotiations including pricing, terms, delivery schedules, and change management
  • Issue and manage purchase orders, service agreements, and subcontracts
  • Partner with engineering, quality, and construction teams to align procurement with project schedules and execution priorities
  • Monitor supplier performance and expedite critical materials and equipment
  • Resolve issues related to schedule, quality, documentation, invoicing, and change orders
  • Ensure supplier compliance with quality, inspection, testing, and documentation requirements
  • Maintain accurate, audit-ready procurement records and documentation
  • Provide regular reporting on procurement status, risks, and supplier performance
  • Contribute to continuous improvement of procurement processes and supplier management practices


Basic Qualifications

  • Bachelor's degree in Business, Supply Chain, Engineering, Construction Management, or a related field, or equivalent experience
  • 5-8 years of experience in procurement, purchasing, or supply chain, preferably in EPC, construction, or industrial environments
  • Experience sourcing materials, equipment, and services for technical or capital projects
  • Familiarity with procurement processes including RFQs, bid evaluations, and purchase order management
  • Ability to read and interpret technical documents, drawings, and specifications
  • Strong analytical, organizational, and problem-solving skills
  • Strong written and verbal communication skills
  • Proficiency with ERP systems and Microsoft Office, especially Excel


Preferred Skills and Experience:

  • Experience in highly regulated industries such as nuclear, energy, or infrastructure
  • Familiarity with quality standards, supplier qualification, and documentation control requirements
  • Experience supporting large capital projects or EPC environments
  • Knowledge of contract terms, commercial risk, and supplier management practices
  • Experience with ERP systems such as SAP, Oracle, or JD Edwards
  • Professional certifications such as CPSM, CPPB, or equivalent


Additional Requirements:
  • Ability to work extended hours and weekends as necessary.
  • Open to travel.

Compensation and Benefits

The base salary range for this role is $90,000-$160,000 annually.

Compensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity. Please note that the stated salary range is an estimate and may be adjusted based on market conditions, business needs, or other factors. In addition to base salary, for full-time hires, you may also be eligible for long-term incentives, in the form of stock options, and access to medical, vision & dental coverage as well as access to a 401(k) retirement plan.
