JOB SUMMARYThe Payroll Manager oversees end-to-end payroll operations for field and office employees, ensuring accurate and timely processing in compliance with federal, state, local, and union requirements. This role partners with project management, Human Resources, and Finance while maintaining strong internal controls and safeguarding confidential information.
MINIMUM QUALIFICATIONS- Working knowledge of payroll practices, typically acquired through a bachelor's degree in business administration, accounting, finance, human resources, or a related field, or through equivalent experience; and
- Five or more years of progressively responsible payroll experience, including at least three years in a supervisory or leadership capacity.
KEY SKILLS & COMPETENCIES- Strong knowledge of payroll systems, payroll tax laws, wage-and-hour requirements, multi-state compliance, and Sarbanes-Oxley standards.
- Experience with multi-state payroll, garnishments, levies, collective bargaining agreements, union pay practices, and related compliance requirements.
- Proficiency in Microsoft Office, including Excel and Teams, payroll technology, and construction project management software.
- Strong organizational, prioritization, and problem-solving skills with a high degree of accuracy and attention to detail.
- Ability to analyze multiple data points, identify trends, make sound decisions, and proactively resolve issues in ambiguous or changing situations.
- Excellent written and verbal communication skills, with the ability to collaborate effectively at all organizational levels and deliver high-quality service.
- Demonstrated integrity, professionalism, and discretion, with the ability to maintain confidentiality, improve processes, promote technology adoption, and support the development of others.
PREFERRED QUALIFICATIONS- Certified Payroll Professional (CPP) Certification.
- Experience supporting payroll operations within a publicly traded company environment.
- Fluency in Spanish.
- Experience processing payroll in California.
JOB RESPONSIBILITIES- Manage the full, multi-state payroll cycle for hourly, salaried, and union employees, including review and approval of payroll results, funding deductions, taxes, nonroutine compensation, and material exceptions.
- Ensure compliance with federal, state, and local wage-and-hour payroll tax requirements, collective bargaining agreements, union reporting, prevailing-wage and certified-payroll requirements, garnishments, levies, statutory filings, and year-end reporting, including W-2's.
- Oversee timecard review, labor-hour capture, project job costing, certified-payroll submissions, payroll audits, discrepancy resolution, records retention, and coordination with field operations, project teams, unions, and compliance personnel.
- Maintain and optimize payroll systems, integrations, data controls, automation, and vendor relationships; troubleshoot issues and partner with HR, Finance, IT, and service providers on upgrades, controls, and corrective actions.
- Ensure adherence and compliance with collective bargaining agreements and union wage requirements.
- Prepare all union reports, deductions, and all related activities for multiple unions.
- Partner with Human Resources and Accounting to process new hires, terminations, pay and position changes, payroll codes, benefits, and accrual updates, and employee inquiries while maintaining accurate, confidential payroll records.
- Lead payroll month-end, quarter-end, and year-end close activities, including payroll liability and general ledger reconciliations, variance analysis, transaction and compliance reporting, management dashboards, and audit support.
- Identify and implement payroll process and system improvements that support accurate reporting, data integrity, cost controls, and efficient service delivery.
- Own payroll-related internal controls over financial reporting, including segregation of duties, payroll approval, system access, master-data changes, interfaces, reconciliations, and supporting documentation; partner with internal and external auditors to test controls and remediate deficiencies.
- Lead and develop a team of payroll specialists through coaching, feedback, performance management, workload planning, and readiness for regulatory and operational changes.
- Maintain and test payroll business-continuity and disaster-recovery procedures.
- Perform other duties and special projects as assigned.
OTHER REQUIREMENTS- Requires travel: Minimal (up to 10%) including in-state and out-of-state by car and/or plane with overnight stays.
COMPENSATION & BENEFITS- Salary range: $80,000 - 110,000 annually.
