Payroll & Benefits ManagerFull Time | Georgetown, TX
Total Site Solutions (TSS), Georgetown, TX., is seeking a Payroll & Benefits Manager to own the accurate, timely, and compliant delivery of pay and benefits for our team members. This role leads end-to-end payroll operations, administers our benefits programs, and ensures compliance with federal, state, and local requirements across a growing multi-state workforce. The ideal candidate combines deep payroll and benefits expertise with strong analytical skills, hands-on HRIS experience, and a service mindset, partnering closely with HR, Finance, and external vendors to make pay and benefits seamless for every team member.
Key ResponsibilitiesPayroll Operations- Manage the end-to-end payroll process, including data collection, validation, processing, and distribution of pay for all team members.
- Review and approve payroll inputs such as new hires, terminations, pay changes, bonuses, commissions, overtime, and deductions before each pay cycle.
- Reconcile payroll registers, tax filings, and general ledger entries in partnership with Finance and Accounting to support accurate month-end close.
- Administer multi-state payroll, including state and local tax setup, withholding, and registrations as TSS expands into new locations.
- Process off-cycle payments, retroactive adjustments, garnishments, and year-end activities, including W-2 preparation and distribution.
- Investigate and resolve payroll discrepancies quickly, communicating clearly with affected team members and leaders.
Benefits Administration- Administer team member benefits programs, including health, dental, vision, life, disability, 401(k), leave policies, and wellness initiatives.
- Lead annual open enrollment, including planning, communications, system setup, and post-enrollment audits.
- Manage benefits eligibility, enrollments, life events, COBRA, and carrier and payroll deduction reconciliations.
- Administer leaves of absence, including FMLA, short- and long-term disability, and other state-mandated leave programs, in coordination with HR.
- Serve as the primary point of contact for team member benefits questions, providing clear, timely, and empathetic support.
- Partner with brokers and carriers to evaluate plan performance, cost trends, and opportunities to enhance the team member experience.
Compliance & Reporting- Ensure compliance with all applicable payroll laws, tax regulations, and reporting requirements at the federal, state, and local levels, including FLSA, ERISA, ACA, and HIPAA.
- Oversee ACA reporting, 401(k) plan administration support, nondiscrimination testing, and annual Form 5500 filings with plan partners.
- Prepare and maintain accurate payroll and benefits records, reports, and documentation for internal reviews and external audits.
- Support entity-level controls and audit requests related to payroll and benefits, maintaining strong internal controls and segregation of duties.
- Monitor legislative and regulatory changes and recommend updates to policies, processes, and system configurations.
Systems, Vendors & Cross-Functional Partnership- Serve as the subject matter expert for payroll and benefits functionality in ADP, including configuration, data integrity, and reporting.
- Coordinate with HR, Finance, and external vendors to resolve payroll discrepancies, benefits inquiries, and system issues.
- Manage relationships with payroll, benefits, retirement, and leave administration vendors, holding partners accountable to service levels.
- Build and deliver payroll and benefits reports and analytics that support budgeting, forecasting, and leadership decision-making.
Team Leadership & Continuous Improvement- Train, supervise, and develop payroll and benefits staff, providing guidance and support to ensure high-quality service delivery.
- Lead continuous improvement initiatives to streamline payroll and benefits processes, increase automation, and reduce manual errors.
- Document standard operating procedures, payroll calendars, and process controls to support consistency and scalability.
- Champion a service-first culture that makes pay and benefits easy to understand for every team member.
Required Qualifications- Bachelor's degree in Human Resources, Business Administration, Accounting, or a related field.
- Minimum of 5 years of experience managing payroll and team member benefits in a corporate environment.
- Strong knowledge of payroll systems, benefits administration, and relevant federal and state regulations.
- Proficiency with payroll software and Microsoft Office Suite, especially Excel.
- Excellent organizational skills, attention to detail, and the ability to manage confidential information with discretion.
Preferred Qualifications- Certified Payroll Professional (CPP) or Professional in Human Resources (PHR) certification.
- Experience with HRIS systems such as ADP, Workday, or Paycom, with ADP Workforce Now strongly preferred.
- Familiarity with multi-state payroll processing and benefits administration.
- Demonstrated ability to lead and develop a team.
- Strong analytical skills with experience in payroll data analysis and reporting.
- Experience in a publicly traded, high-growth, manufacturing, or data center environment.
