Theincumbent is responsible for providing administrative support for payrollprocesses under the guidance of the Payroll Director. The Payroll Administratorwill have overall responsibility for timekeeping through the College's SelfService Time and Attendance (SSTA) system and other payroll systems. They will assist the Payroll Director withrunning reports and queries to ensure all information entered into the payrollsystem is accurate and adheres to the College's policies and procedures. Theywill work with the Payroll Director to create, revise and update policies andprocedures essential to payroll operations.
Key Responsibilities and Duties:- Assist Payroll Director in the performance of Commonwealth Best Practices procedures, which includes but are not limited to performing assigned payroll closing duties, and balancing and monitoring of payroll reports;
- Help with preparation of bi-weekly payroll payment input schedule and produce and organize supporting paperwork by pay period for audits related to payroll, benefits, and deductions;
- Prepare pay period reconciliation used to tie out to State Funding report, balancing payroll payments by name, object, earnings type, account string, and state appropriation for both full-time and part-time employees;
- Administer time taken for various leave plans, including PFML, FMLA, Sick Banks, Workers Compensation, All Purpose Leave, and Sabbaticals;
- Responsible for Foundation donations via payroll deduction. Set up via a special bank account per donation form. Work with Foundation Director and Fiscal Department Accountant to reconcile;
- Provide back-up support to Accountant with the processing of payments for DCE contracted adjunct faculty, and implement special procedures and calculation factors dictated by the Affordable Care Act Law;
- Management of student employment payroll, including working closely with the Financial Aid office to ensure accuracy of timesheet coding and financial reporting;
- Assist with accounting and data set-up in HR/CMS, PeopleSoft, and MMARs systems;
- Take a proactive approach in researching errors and discrepancies and communicate findings and solutions to the Payroll Director;
- Work with departments to resolve errors and exceptions related to the SSTA system and other payroll systems and communicate effective solutions to resolving problems for system users;
- Provide comprehensive training on the SSTA system to employees and managers;
- Respond to questions and requests from staff, faculty, and other agencies in a timely manner;
- Assist in ensuring that confidential documents are secured and maintained properly in accordance with college policies and state laws;
- Assist with unemployment inquiries, retirement distributions, and rollover requests;
- Serve as primary back-up and support for Payroll Director;
- Other duties and projects as assigned.

Required Qualifications:- Bachelor's degree in a related field;
- Minimum of 3 years of progressive experience in payroll, finance, business management or related field;
- Knowledge of state and federal payroll laws;
- Extensive working knowledge of computer applications to maintain accurate records, generate reports, and utilize information to maintain complex accounting information;
- Keen attention to detail and ability to follow through on assigned projects;
- Ability to work effectively with a diverse faculty, staff and student body.
Preferred Qualifications:- Sensitivity and commitment to the goals of Affirmative Action;
- Experience working in a community college or similar environment;
- Demonstrated commitment to working with students in need;
- Knowledge of PeopleSoft, HR/CMS, Mosaic and Pivot tables, preferred.
