Full Job Description
STV is looking for an Office Engineer to join our Transportation & Infrastructure team in Richmond, VA. This is an exciting opportunity to help deliver rail, transit, and infrastructure projects that keep Virginia moving.

You'll collaborate with project managers, resident engineers, inspectors, and technical staff on active construction management and CEI assignments for leading transportation agencies, railroads, and regional partners.

In this role, you'll support transit-related construction projects under a Task Order Contract with the Virginia Passenger Rail Authority (VPRA) and play a key role in STV's continued growth across Fredericksburg, Richmond, Hampton Roads, and surrounding markets.

What You'll Do:

You'll help keep complex construction projects moving by supporting transit, freight rail, bridge, heavy civil, and roadway assignments, including:
  • Review plans, specifications, schedules, safety requirements, and project procedures to support successful project delivery.
  • Keep office staff, field teams, and internal stakeholders aligned with clear, timely project information.
  • Maintain project records and documentation in Procore, Kahua, or equivalent systems.
  • Review contractor schedules, coordinate progress reviews, and prepare progress reports.
  • Review technical documents, including contractor submittals, RFIs, as-built plans, and drawings.
  • Support claims review, change orders, contract modifications, and cost/time estimates.
  • Partner with field teams to coordinate daily inspection reports and help maintain project momentum.
  • Perform other project-related duties as assigned.


Typical assignments include local bus and rail transit projects, with supervision from a Project Manager and/or Resident Engineer.

  • Strong written, verbal, and technical communication skills
  • Proficiency with Microsoft Office, AutoCAD, and Procore


Preferred Qualifications:
  • Professional Engineer License
  • Knowledge of local transportation and transit agency standards and specifications including VPRA, VRE and VDOT


Compensation Range:
$99,431.03 - $113,635.46
