About the Position

The Monitoring and Evaluation (M&E) Specialist will provide technical support to the Office of Monitoring and Evaluation (OME), Division of Global Health Protection (DGHP), Global Health Center (GHC), in support of program monitoring and evaluation activities. The Specialist will contribute to strengthening global health security by supporting the monitoring, evaluation, and performance management of DGHP-supported programs, including the Field Epidemiology Training Program (FETP) and other public health initiatives. This position supports implementation monitoring, evaluation activities, and reporting to assess program effectiveness, efficiency, and impact, while contributing to evidence-based decision-making across the Division. The position may be performed at a government facility, remotely, or in a hybrid arrangement and may include international travel to support country-level technical assistance.

This position is contingent upon award.
Responsibilities
  • Maintain and enhance data collection platforms and databases to track program implementation, including tools supporting FETP monitoring
  • Collect, validate, and manage quarterly program data to support performance tracking
  • Develop data analysis and visualization products to report on implementation progress
  • Train stakeholders, including country offices and implementing partners, on monitoring tools and systems
  • Provide technical assistance to DGHP-supported country programs, including international travel to support monitoring activities
  • Support design, refinement, and implementation of evaluation tools and methodologies
  • Coordinate evaluation activities across program stakeholders
  • Conduct data collection, analysis, and synthesis to support evaluation efforts
  • Prepare written and oral reports summarizing evaluation findings, conclusions, and recommendations
  • Support dissemination and archiving of evaluation products
  • Support preparation of project status reports aligned with program work plans and reporting requirements
  • Assist in development of presentations, briefings, and other communication products for stakeholders
  • Collaborate with CDC staff, implementing partners, and global stakeholders
  • Ensure compliance with federal reporting requirements and data collection standards
  • Support continuous improvement of monitoring, evaluation, and learning processes across DGHP


Qualifications
  • Master's degree in Public Health, Epidemiology, Global Health, or a related field
  • Minimum of 4 years of experience in public health program monitoring, evaluation, or implementation research
  • At least 2 years of experience in global health security or related international public health programs
  • Demonstrated experience supporting or working with federal agencies on similar monitoring and evaluation activities
  • Experience with data collection systems, database management, and analytical tools
  • Strong analytical, writing, and communication skills, including preparation of technical reports and presentations
  • Ability to manage multiple tasks and meet reporting deadlines in a dynamic environment


Preferred Qualifications

Experience supporting Field Epidemiology Training Programs (FETP) or workforce development initiatives

Experience working with CDC or similar public health agencies

Experience delivering technical assistance in international settings

Proficiency in data visualization, reporting tools, and dashboard development

Experience training diverse audiences and facilitating stakeholder engagement
