Description

Sustainment & Restoration Services (SRS) is a Small Business firm that provides engineering, science, construction, munitions, and specialized professional services solutions for customers nationwide.

SRS delivers full-service facility and infrastructure engineering design, environmental science, construction management and munitions response services worldwide, with over 25 years of successful project performance. SRS currently has an immediate opening for Full-Time Mid-Level Civil Engineer in our Ventura, Santa Barbara, or San Diego, CA office to provide field and office support for our Edwards Air Force Base projects under oversight by senior level staff. The regular schedule will be Monday -Friday working a minimum of 40 hours per week.

Key Responsibilities:
  • Perform landfill maintenance and monitoring activities, including field inspections, landfill cover and drainage feature assessments, stormwater control observations, settlement/erosion evaluations, and routine compliance support.
  • Provide field engineering and construction oversight for civil and environmental projects, including landfill maintenance repairs, grading, drainage improvements, access roads, excavation, backfill, cap/cover improvements, and site restoration.
  • Support design and oversight of grading and dig-and-haul remediation projects, including excavation plans, haul routes, material segregation, confirmation sampling coordination, backfill/restoration sequencing, and construction documentation.
  • Provide onsite engineering oversight of construction contractor activities, including earthwork, excavation, grading, material placement, compaction, hauling, and other heavy-equipment-supported landfill and remediation activities.
  • Review and interpret civil engineering drawings, grading plans, specifications, technical requirements, contractor submittals, RFIs, daily reports, and quality control documentation.
  • Coordinate subcontractor/vendor evaluation, selection, procurement, scheduling, field oversight, and performance tracking.
  • Assist with preparation and review of work plans, grading plans, construction quality control plans, health and safety plans, monitoring reports, landfill inspection reports, and other technical documents.
  • Support feasibility studies, remedial alternatives evaluation, civil design development, construction sequencing, and engineer's estimates for landfill, earthwork, and remediation projects.
  • Prepare cost estimates for grading, excavation, transportation and disposal, landfill maintenance, stormwater controls, site restoration, and other remediation/construction activities.
  • Support permitting and permit compliance for air, water, stormwater, soil, waste handling, and landfill-related activities with local, state, and federal agencies.
  • Compile, evaluate, analyze, and present civil engineering calculations, field data, survey/grade information, and construction progress metrics.
  • Serve as a field engineer, construction oversight representative, or site-safety health officer lead, as appropriate, while maintaining strong safety, quality, schedule, and budget performance.
  • Direct and mentor junior staff during field investigations, landfill monitoring, construction oversight, and reporting tasks.
  • Support and/or lead more complex landfill maintenance, civil construction, and remediation projects with senior oversight.
  • Support geotechnical engineering evaluations related to landfill and civil construction projects, including soil classification, slope stability considerations, compaction requirements, subgrade preparation, settlement/settlement repair observations, borrow/backfill suitability, and coordination with geotechnical laboratories and specialty subcontractors.
  • Review, revise, and help prepare RCRA and CERCLA project documents, including work plans, sampling and analysis plans, quality assurance project plans, remedial investigation/feasibility study support documents, corrective measures/remedial design documents, completion reports, and regulator/client comment response packages.
  • Support proposal preparation, including technical approaches, level-of-effort estimates, construction execution strategies, project descriptions, and resumes/past performance narratives.


Requirements

Minimum Qualifications:
  • Minimum B.S. degree in civil engineering or environmental engineering, or a closely related engineering discipline, with 6-8 years of environmental engineering, civil engineering, construction oversight, landfill maintenance, and/or consulting experience.
  • Minimum E.I.T. required; actively working toward P.E. registration. Civil P.E. registration, or ability to obtain, is preferred.
  • Demonstrated experience supporting landfill maintenance, landfill monitoring, civil/site construction, earthwork, stormwater controls, remediation, or related environmental infrastructure projects.
  • Hands-on field experience overseeing construction contractors and heavy equipment operations, including excavation, grading, compaction, loading, hauling, backfill, and site restoration activities.
  • Experience with grading and dig-and-haul remediation projects, including design support, quantity takeoffs, construction sequencing, oversight, and field documentation.
  • Experience reading and interpreting civil plans, grading plans, specifications, survey data, contractor schedules, and construction cost estimates.
  • Safety training, including OSHA 40-hr HAZWOPER, 8-hr Supervisor, and OSHA 30-hr Construction Safety, or ability to obtain/maintain required training.
  • Excellent verbal and written communication skills, including the ability to prepare clear field notes, daily reports, technical memoranda, work plans, and construction oversight documentation.
  • Experience with MS Word, Excel, CAD/Civil 3D or similar design software, and MS Project or comparable scheduling tools.
  • Ability to work well independently and in a project team in a fast-paced environment and self-manage task schedules and budgets.
  • Experience with landfill gas, leachate, groundwater, stormwater, or environmental monitoring programs is preferred.
  • Experience with remedial system operation, maintenance, and troubleshooting, including soil vapor extraction, air sparging, pump and treat, in-situ chemical oxidation, or in-situ bioremediation projects, is a plus.
  • Experience preparing, reviewing, and producing high-quality technical documents, cost estimates, and construction oversight deliverables.
  • Experience reviewing and revising RCRA and CERCLA investigation, corrective action, remedial design, construction completion, and closeout documents is preferred, including incorporating senior technical, client, and regulatory comments.
  • Working knowledge of geotechnical engineering principles applicable to landfills, earthwork, and remediation projects, including soil classification, compaction, slope stability, settlement, subgrade preparation, and borrow/backfill material evaluation.
  • Experience coordinating with geotechnical laboratories, surveyors, specialty subcontractors, and construction quality control personnel during field investigations and earthwork/construction activities or MS in geological or environmental sciences.
  • Ability to exhibit a high degree of judgment and discretion in handling confidential information and situations.
  • Demonstrate high standards of personal and professional integrity and work ethic.
  • Must be able to pass Federal Background Check in order to gain access to project sites.
  • Must be able to pass DMV check and maintain acceptable driving record.
  • Must be able to pass initial drug test.


Compensation Range:

$100 - $115k, depending on qualifications.
