The Cost Estimator develops and validates cost estimates for post-Hurricane Lowell facility damage, stabilization, repair, and restoration activities. The position supports rapid development of Government-ready estimates and provides cost analysis to inform repair priorities, scopes, schedules, and contractor execution.

Responsibilities
  • Develop detailed cost estimates for facility repairs, restoration, and construction activities.
  • Prepare estimates using field assessments, drawings, specifications, scopes of work, and quantity takeoffs.
  • Develop labor, material, equipment, subcontractor, and indirect cost estimates.
  • Perform quantity takeoffs and validate field quantities and repair requirements.
  • Support the development of Independent Government Cost Estimates (IGCEs).
  • Review and evaluate contractor proposals, pricing, and cost estimates.
  • Analyze contractor estimates, change orders, contract modifications, and proposed repair costs.
  • Maintain current cost databases, historical pricing, labor rates, and productivity assumptions.
  • Coordinate with Construction Managers, Engineers, Logistics personnel, and Government representatives to validate scope and pricing.
  • Identify cost risks, assumptions, exclusions, and potential changes to repair requirements.
  • Provide rapid-turnaround cost estimates for emergency and mission-critical repair activities.
  • Maintain detailed estimate documentation and supporting backup sufficient for Government review and audit.
Qualifications
  • 5+ years of construction cost estimating experience, preferably supporting facilities, infrastructure, or Federal/DoD construction.
  • Demonstrated experience performing quantity takeoffs and developing detailed labor, material, equipment, and subcontractor estimates.
  • Ability to interpret construction drawings, specifications, scopes of work, and field assessment information.
  • Strong knowledge of construction means and methods, pricing, labor productivity, and cost development.
  • Proficiency with construction estimating software and Microsoft Excel.
  • Strong analytical, organizational, communication, and technical writing skills.
  • Bachelor’s degree in Construction Management, Engineering, Quantity Surveying, Business, or a related field.
  • Experience supporting Federal/DoD, NAVFAC, USACE, or military installation projects.
  • Experience with disaster recovery, hurricane response, emergency repairs, or facility restoration.
  • Experience developing Independent Government Cost Estimates (IGCEs).
  • Certified Professional Estimator (CPE), Certified Cost Professional (CCP), or equivalent certification preferred.
