The Civil Engineer provides technical engineering support for post-Hurricane Lowell damage assessment, stabilization, repair, and restoration of facilities and site infrastructure across Kauaʻi. The position evaluates damage, develops repair recommendations, reviews contractor work, and supports safe and timely restoration of roads, drainage, utilities, structures, and associated site improvements.
Responsibilities
- Conduct field assessments of hurricane damage to facilities, roads, drainage systems, utilities, and site infrastructure.
- Evaluate site conditions and develop repair, stabilization, and restoration recommendations.
- Support emergency repairs and mission-critical restoration activities.
- Review drawings, specifications, contractor submittals, repair approaches, and proposed construction methods.
- Provide field engineering support and resolve civil and site-related construction issues.
- Assess drainage, erosion, grading, stormwater, roadways, foundations, and other site conditions.
- Inspect completed work for compliance with approved designs, specifications, codes, and applicable Government requirements.
- Coordinate with Construction Managers, Electrical and Mechanical Engineers, SSHO, Quality Control, Logistics, contractors, and Government representatives.
- Support the development and validation of repair scopes, quantities, cost estimates, and schedules.
- Document field conditions, deficiencies, repair progress, and remaining requirements.
- Support the transition from emergency stabilization to permanent restoration.
Qualifications
- Bachelor’s degree in Civil Engineering from an accredited institution.
- 5+ years of civil engineering experience, preferably involving facilities, infrastructure, or construction.
- Experience with site development, roads, drainage, utilities, grading, or related infrastructure.
- Ability to interpret civil drawings, specifications, surveys, and technical submittals.
- Strong field assessment, problem-solving, technical writing, and communication skills.
- Professional Engineer (PE) license preferred.
- Experience supporting Federal/DoD, NAVFAC, USACE, or military installations preferred.
- Experience with hurricane/disaster recovery, stormwater, erosion control, or emergency infrastructure restoration preferred.
- Experience supporting remote or geographically dispersed construction operations preferred.
