Job Overview
Our client is staffing Task Force Raptor, a systems development and IT modernization effort in direct support of the White House Communications Agency (WHCA). WHCA is the joint-service Department of Defense organization, aligned under the White House Military Office, that delivers secure voice, video, data, and audiovisual communications for the President, the Vice President, the White House staff, the United States Secret Service, and Presidential emissaries - at the White House, at Camp David, and anywhere in the world the mission travels. The systems this team builds are used to run that mission.

The Integrated Data Architecture workstream connects the data the agency runs on. Mission-critical information today lives across dozens of purpose-built systems, legacy databases, and cloud services - Microsoft, Oracle, VMware, and AWS among them - and much of it is still moved by hand. This team designs and builds the interfaces, APIs, pipelines, transformations, and authoritative data sources that let those systems exchange information securely and reliably, so that operators, planners, and leadership work from one accurate picture instead of ten partial ones.

As a Business Analyst for Integrated Data Architecture, you work out what the data actually means before anyone builds anything with it. You will gather and document requirements from business, operational, and technical stakeholders; map systems, databases, interfaces, and data flows that nobody has documented in years; and translate what you find into requirements, source-to-target mappings, business rules, and acceptance criteria the development team can build against.

Work is performed onsite in the Arlington, Virginia area, Monday through Friday during core business hours, in accredited Government spaces alongside the Government Product Owner and WHCA technical staff. The team delivers in sprints against a prioritized backlog, with real users a short walk away and short feedback loops. This is a funded position on a ten-year IDIQ vehicle running through 2030 and expected to extend beyond it - the roadmap is long, the funding is in place, and the mission does not go away with an administration.

This position requires a Yankee White clearance (Presidential Support Duty). Candidates must be U.S. citizens who currently hold an active Top Secret clearance with SCI eligibility and who are able to obtain and maintain Yankee White.

Responsibilities and Duties
This role provides onsite support in the Arlington, Virginia area, Monday through Friday during core business hours. Duties will include:
  • Provide business and systems analysis support for integrated data architecture initiatives involving enterprise applications, databases, data repositories, cloud platforms, and other data-producing and data-consuming systems.
  • Support requirements elicitation and analysis activities, and translate business and operational needs into functional, data, integration, reporting, and information-management requirements.
  • Develop and maintain business and functional requirements, user stories, use cases, process and data flows, source-to-target mappings, data definitions, business rules, acceptance criteria, and requirements traceability matrices.
  • Analyze existing data sources, systems, databases, interfaces, business processes, and data flows to identify requirements, dependencies, redundancies, gaps, quality issues, constraints, and opportunities for improvement.
  • Support current-state and future-state analysis and assist Data Architects and technical teams in defining requirements for data integration, interoperability, consolidation, transformation, migration, and accessibility across the enterprise.
  • Work closely with Data Architects, Development Leads, developers, database administrators, data engineers, solution architects, system administrators, cloud and infrastructure engineers, cybersecurity personnel, testers, and other stakeholders throughout the solution lifecycle.
  • Participate in requirements workshops and technical discussions, resolve requirements ambiguities, manage changes to requirements, and maintain traceability between business needs, data requirements, technical solutions, and delivered capabilities.
  • Support the definition and application of data standards, data quality requirements, metadata, data lineage, data ownership, access requirements, and data governance practices.
  • Assist stakeholders in identifying authoritative data sources and the business rules governing how information is created, transformed, exchanged, stored, and consumed across enterprise systems.
  • Support testing and validation by developing acceptance criteria, reviewing test scenarios against requirements, validating data mappings and transformations, supporting user acceptance testing, and confirming that delivered solutions satisfy approved requirements.
  • Identify and track requirements-related risks, issues, dependencies, and decisions affecting integrated data solutions.
  • Support integrated data architecture initiatives across heterogeneous enterprise environments and platforms, including technologies such as Microsoft, AWS, VMware, and Oracle, and help define requirements for data exchange and information sharing among existing, legacy, and emerging systems.
Required Skills and Experience
  • U.S. citizenship is required. Candidate must be eligible for a Yankee White clearance (Presidential Support Duty) in accordance with DoD Directive 5210.55 and DoD Instruction 5210.87, including a favorably adjudicated Tier 5 investigation.
  • Candidate must currently hold an active Top Secret clearance with SCI eligibility and must be able to obtain and maintain Yankee White.
  • Ability to work onsite in the Arlington, Virginia area, Monday through Friday during core business hours.
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Engineering, or a related field, or an equivalent combination of education and directly relevant experience.
  • Minimum of 3 years of relevant experience in business analysis, systems analysis, data analysis, requirements management, data integration, or a related discipline.
  • Demonstrated experience gathering, analyzing, documenting, and validating business and data requirements for complex enterprise systems, databases, applications, interfaces, data exchanges, data transformations, reporting solutions, or integrated data environments.
  • Proficiency producing the core BA artifact set: requirements documents, user stories with acceptance criteria, use cases, process and data flow diagrams, and requirements traceability matrices.
  • Working knowledge of relational databases and the ability to write and read SQL well enough to profile and validate data.
  • Experience working in an Agile/Scrum environment, writing and refining backlog items with a Product Owner and development team.
  • Strong elicitation, facilitation, analytical, and documentation skills.
  • Professional interpersonal and written communication skills, and the judgment to operate discreetly in a sensitive, high-visibility environment.


Desired Skills and Experience
  • Business analysis certification such as Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or equivalent.
  • Experience with data governance, data quality, metadata management, data lineage, or master data management programs.
  • Experience defining requirements for data migrations, system consolidations, or legacy system retirements.
  • Hands-on familiarity with Microsoft or AWS data platforms and reporting tools such as Power BI or Amazon QuickSight.
  • Experience with Jira, Azure DevOps, Confluence, Visio, Lucidchart, or equivalent tooling.
  • Experience supporting federal Government IT, cybersecurity, cloud, or digital modernization programs.
  • Prior experience supporting WHCA, the White House Military Office, DISA, the Executive Office of the President, or another Presidential Support Duty mission.
  • Active Yankee White clearance, or a Tier 5 investigation adjudicated within the last three years.
  • Experience working in DoD environments subject to RMF, eMASS, DISA STIGs, and Impact Level 5 or 6 hosting requirements.
  • Experience in a fast-moving, small-team environment where the customer sits with the delivery team.
  • Prior military service, particularly in a joint communications, signal, cyber, or C4 role.
