About the role: PMAT is seeking a highly experienced Senior Operations Subject Matter Expert (SME) to provide operational expertise, stakeholder engagement, and technical integration support for advanced defense capabilities. This role will serve as a critical link between operational users, technical teams, program stakeholders, and capability developers to ensure emerging technologies are aligned with real-world operational requirements and effectively integrated into complex environments. The candidate will bring extensive knowledge of operational planning, Command and Control (C2), decision-making processes, and the evaluation and employment of emerging capabilities. The role requires the ability to translate operational needs into actionable technical requirements, communicate emerging capabilities to users, and provide authoritative operational guidance to engineering and program teams.
Responsibilities:
• Serve as an operational SME, providing expert guidance on operational planning, organizational processes, decision-making, workflows, and employment of emerging capabilities.
• Support stakeholder engagement and operational integration of emerging capabilities, ensuring technologies address user requirements and can be effectively employed in complex operational environments.
• Provide expertise in operational planning, information operations, targeting processes, and related mission functions to support integration of advanced capabilities across complex environments.
• Translate operational needs, mission workflows, capability gaps, and user feedback into actionable technical requirements and recommendations for program offices, engineering teams, and capability developers.
• Support the development and refinement of operational plans, concepts of operations, tactics, techniques, procedures, mission scenarios, workflows, and other planning products incorporating emerging technologies.
• Plan and support exercises, demonstrations, experimentation, and other activities to evaluate capabilities in representative environments and capture meaningful user feedback.
• Coordinate across operational organizations, technical teams, program stakeholders, and other partners to improve interoperability and accelerate the transition of emerging capabilities into operational use.
• Provide operational context and guidance to systems engineering, MBSE, software, integration, test, and architecture teams to ensure technical solutions accurately represent user workflows, mission requirements, operational dependencies, and integration needs.
• Analyze exercise results, operational feedback, technical performance, and lessons learned to identify capability gaps, operational risks, integration challenges, and opportunities for continued capability advancement.
• Develop and deliver operational briefings, capability assessments, recommendations, exercise findings, and integration updates to senior military, government, and program leadership.
Required Skills and Experience:
• Extensive experience supporting U.S. military operations, operational planning, command and control, operational staffs, or comparable defense environments.
• Strong understanding of operational organization, processes, workflows, planning functions, Command and Control, and the employment of capabilities in support of complex operations.
• Experience supporting operational planning, exercises, experimentation, mission planning, or contingency planning.
• Strong understanding of targeting, information operations, operational planning, or related mission processes and their integration into complex operational environments.
• Experience translating operational requirements, mission needs, capability gaps, and user feedback into technical requirements or actionable recommendations for engineering and program teams.
• Experience working across military, government, and defense organizations to coordinate operational capabilities, technical integration, exercises, or mission requirements.
• Experience collaborating with multidisciplinary teams of operational planners, engineers, scientists, software developers, IT specialists, program personnel, and military or government users.
• Ability to assess emerging technologies from an operational perspective and determine their applicability, limitations, integration requirements, and potential impact on operational effectiveness.
• Strong leadership, communication, interpersonal, and presentation skills with demonstrated ability to communicate complex operational and technical concepts across user, engineering, programmatic, and executive audiences.
• Experience developing and delivering briefings, assessments, recommendations, and operational products for senior military and government leadership.
Preferred Skills and Experience:
• Experience serving as a military officer, senior enlisted operational specialist, operational planner, or other defense operational leader with direct experience supporting operational staffs or comparable organizations.
• Experience within operational centers, service staffs, combatant command organizations, headquarters, or other operational-level military and government environments.
• Experience with command and control, operational planning, targeting, information operations, or related mission functions.
• Deep knowledge of operational planning, targeting, information operations, and integration of effects across multiple mission areas.
• Operational experience across multiple platforms, warfare areas, mission areas, or operational staffs.
• Technical or operational experience associated with mission planning, weapons employment, targeting, or operational coordination.
• Experience supporting government, defense, military, or other national security organizations.
• Experience supporting experimentation, demonstrations, exercises, or similar capability integration activities.
• Experience contributing to classified operational and contingency planning supporting complex missions.
• Familiarity with MBSE, systems engineering, architecture development, mission engineering, or modeling and simulation, and the use of operational expertise to inform technical architectures and system development.
• Experience supporting the integration of emerging C2, information, data, and decision-support capabilities into operational workflows.
• Experience briefing senior military leadership, government executives, or other senior stakeholders.
Education and Certification Requirements:
• Bachelor's Degree or Equivalent Experience

Location/Address:
• 100% On-site, San Diego, CA
Travel & Passport: 5%, CONUS and OCONUS
Work Environment: PMAT offices as needed. In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and potentially for business development.
