Blue Cross NC is hiring a Manager, Treasury Operations to oversee cash management and treasury operations for Blue Cross and Blue Shield of North Carolina and its subsidiaries. In this role, you'll manage banking relationships, collaborate with internal partners, and help strengthen efficient, cost-effective receipt and payment strategies that enhance customer experience and support treasury best practices.

What You'll Do
  • Ensure the cash management and treasury operations functions are carried out in accordance with company policy and make recommendations for new and/or changed policy statements which, if approved, will improve operations and/or productivity.
  • Manage and provide guidance to Treasury Analysts regarding daily funding and ensure the proper funding of all bank accounts.
  • Support the development of cash flow projections to forecast short, intermediate and long-term cash needs.
  • Assist Treasury Director to develop and coordinate banking relationships, negotiate competitive fee structures, manage bank accounts, evaluate and coordinate implementation of any new bank services as needed.
  • Manage the company's liquidity portfolio (including bank deposits, money market funds, and other short-term investments) to maximize return while maintaining sufficient liquidity.
  • Evaluate, recommend, and develop opportunities for the improvement of the company's liquidity position through improved deposit and/or disbursement techniques.
  • Provide subject matter expert guidance on all company projects that require treasury or banking support.
  • Keep abreast of changes in banking and insurance regulations that may impact Blue Cross NC, as well as advances in banking technology and services which may be of benefit to operations within the area.
  • Develop, administer, and maintain funds transfer security and other cash management related policies and procedures.
  • Ensure all Treasury processes are documented along with relevant controls ensuring the execution of controls.
  • Act as the primary Treasury Department contact for Financial Reporting Risk Management testing and compliance and business continuity planning.

  • 8+ years of experience in related field.
  • In lieu of degree, 10+ years of experience in related field.

  • Treasury Management System Subject Matter Expert - Kyriba preferred.
  • CTP or equivalent designation
  • Health insurance experience a plus

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs. Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.
