Summary

We are seeking an experienced Manager for our Protection and Control Engineering team with responsibility for system event analysis and PRC-004 compliance. This role involves overseeing engineers responsible for analyzing protection system operations, performing system disturbance analysis, and developing required reports, and corrective actions in accordance with NERC PRC-004. The Manager will work closely with operations, maintenance, engineering and compliance teams to identify root causes, implement corrective and preventive actions, and ensure continuous improvement of protection system performance. A degree in Electrical Engineering is required, along with substantial experience in protection system analysis. The role requires strong leadership and team management skills. Responsibilities

  • Manage and lead a team of engineers responsible for protection and control engineering functions, including relay protection design, compliance, maintenance support, and disturbance analysis as applicable.
  • Serve as a technical authority and Subject Matter Expert (SME) in protection and control engineering, providing guidance to internal stakeholders and senior management.
  • Collaborate with the relevant stakeholders to support adherence to applicable NERC PRC standards and NPCC criteria, including implementation of policies, procedures, corrective actions, and continuous improvement initiatives
  • Manage execution of corrective action plans identified and recommend design standard changes to Protection & Control Engineering (PCE).
  • Support protection system maintenance and testing programs by providing technical expertise, troubleshooting support, and engineering recommendations.
  • Interface with other engineering disciplines, operations, asset management, maintenance, and external organizations to develop safe, reliable, and cost-effective technical solutions.
  • Represent NYPA in external industry forums, working groups, and committees (e.g., NYISO, NPCC, IEEE) as required.
  • Develops staff in key areas of expertise to support protection design and testing, system analysis, and compliance.
  • Manage employees including performance management, salary administration, succession planning and workload balancing.
  • Support budgeting and resource planning.


Knowledge, Skills and Abilities

  • Experience in relay protection engineering, event analysis and testing of protection and control systems.
  • Broad understanding of power system design, operation, maintenance and testing methods.
  • Working knowledge of NERC and NPCC Reliability Standards applicable to protective systems.
  • Ability to effectively manage engineering personnel as well as cross functional teams.
  • Ability to manage multiple priorities and projects in a dynamic, regulated utility environment.
  • Ability to produce clear and concise written documents and oral presentations on technical, business and social issues.
  • Strong platform skills and ability to tailor presentation to the technical understanding of any audience.
  • Capable of building teams and fostering teamwork amongst both management and bargaining unit personnel; strong collaborative and negotiation skills to influence senior management, peers, outside policy makers and other NYPA personnel.


Education, Experience and Certifications

  • Bachelor's degree in Electrical, Computer Engineering or equivalent. A Master's degree in Electrical Engineering preferred.
  • Minimum 5 years applicable experience preferred
  • Licensed as a Professional Engineer in NYS.
  • A working knowledge of industry codes and standards, such as IEEE, IEC and NEC.


Physical Requirements

  • Ability to access all areas of the plant including ability to climb and work at high elevations and in confined spaces; ability to walk a significant distance, sometimes on uneven ground.
  • A willingness to travel as much as 25% is required.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $158,000 - $195,000. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
