About the Manager, Pipeline ComplianceAs the Manager, Pipeline Compliance you are responsible for leading Colonial's Pipeline Compliance Program and supporting regulatory compliance efforts across the organization. This position provides oversight of compliance monitoring, regulatory assessments, corrective action tracking, audit activities, and compliance program effectiveness to ensure adherence with PHMSA, environmental, safety, and other applicable regulatory requirements. The Manager, Pipeline Compliance partners with business stakeholders to develop, implement, and continuously improve compliance processes, procedures, and programs while serving as a subject matter expert on pipeline safety regulations and industry best practices. In this role you will lead a team of compliance professionals and foster a culture of regulatory excellence, accountability, and continuous improvement.
What You Get to Do:- Lead and develop the Pipeline Compliance team through performance management, coaching, succession planning, and professional development.
- Establish department priorities and objectives aligned with organizational goals and regulatory requirements.
- Oversee the execution and effectiveness of compliance monitoring and assurance activities and ensure program documentation, procedures, standard, and records are maintained and current.
- Recommend the interpretation of regulatory policies and procedures and provide guidance to employees and legal.
- Serve as a subject matter expert on PHMSA regulations and pipeline safety requirements.
- Coordinate regulatory inspections, audits, assessments, and information requests.
- Participate in compliance related industry committees or professional organizations to improve Colonial's ability to comply, steer, and critique how integrity management is utilized within the pipeline industry.
- Develop and implement processes for controlled corporate documents as needed to support PHMSA compliance.
- Represent Colonial as the liaison officer for emergency response events and during emergency response training opportunities.
What You Bring to the Table:- Bachelor's degree in a related field of study from an accredited institution.
- 5+ years of DOT-PHMSA work experience and/or pipeline projects/operations.
- Extensive knowledge of PHMSA regulations in 49 CFR 190, 191, 194, 195, 196 and 199 and API Recommended Practices.
- 5+ years' experience in Safety and Environmental compliance or 5+ years of petroleum pipeline industry experience. Government compliance background is also acceptable as a DOT-PHMSA or State Pipeline Safety Inspector or Compliance Auditor.
- Ability to respond to emergency incidences.
- Ability to implement sustainable changes throughout the organization.
- Willingness to grow direct reports and emphasize continuous learning.
- Ability to differentiate between employee preferences and compliance requirement.
- Ability to travel up to 20% of the time.

- Ideally, knowledge of the NIMS-ICS system and response to incidents and ICS-100, 200, IS-700 and 8002.
This is a Department of Transportation (DOT) covered job and is subject to all applicable regulatory requirements such as testing for the presence of prohibited drugs and alcohol as defined under 49 CFR Part 199 as a condition of employment, to include pre-employment, random, post-accident, reasonable cause/suspicion and fit for duty testing.
