SUMMARY:

The Management Analyst 2 will conduct organizational studies and evaluations, design systems and procedures, conduct work simplifications and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Functions as a Management Analyst and expert on management systems techniques, processes, and technology that will optimize the Division's operations.• Analyzes administrative processes and/or Division programs.• Assists key Government leaders with scheduling, organization, prioritizing, taking meeting minutes, and other administrative tasks.• Drafts, reviews, and sends and responds to communications on (e-mail and phone) on behalf of key Government leaders.• Develops new or revised procedures for administrative and supervisory review, facilitating the operation of the Division with established guidelines.• Develops organizational multi-functional procedures, oversees space management and development, records management digitalization and control, and obtains any necessary clarification and/or resolves discrepancies via email, telephone and in person with the applicants, human resources personnel, and other agency representatives.• Drafts instructional guidance or clarifications of existing procedures, subject to supervisory review, for human resources personnel responsible for the submission of requests for investigations and clearance actions.• Participates in various committee and task work groups relating to agency problem solving activities as assigned.• Provides technical assistance and guidance to operational staff during implementation through staff training, information distribution, and clarification in problem areas, writes instructions and guidelines, designs or revises forms, procedures, and manuals, monitors effectiveness, conducts follow-up appraisals of recommendations, and completes modifications as necessary.• Presents written or oral reports of findings, conclusions, and recommendations for corrective measures or operational improvements to organizational management.• Write reports, letters, and other documents with recommendations for management programs, policies, and activities.• Coordinates travel arrangements including preparation of documents in the official travel process.• Prepares various recurring reports such as monthly, quarterly, cumulative semi-annual, and cumulative annual reports of use of travel services.• Works cooperatively with established counterparts in other agencies and other security offices within the Department of State.• Works with Unit Security Officer to ensure classified material security is stored and safeguarded in accordance with federal mandates and guidelines.• Conducts and coordinates special projects of a non-recurring nature as requested.• Performs other related duties as assigned.

 

EXPERIENCE, EDUCATION, AND LICENSURE:

• U.S. Citizenship required.• Bachelor’s degree.• Associate degree and four (4) years of experience accepted in lieu of a bachelor’s degree.• High school diploma and eight (8) years of experience assisting or participating in planning and/or carrying out management improvement studies in at least one of the following areas accepted in lieu of degree:• Organizational analysis, systems and procedures analysis, records management analysis, space utilization studies, work measurement or work simplification studies, cost benefit analysis, or other related efficiency research studies.• One (1) year of related specialty security experience.• Preferred: Department of State experience.• Ability to analyze and evaluate investigative reports of a complex nature.• Ability to reach sound conclusions or make recommendations that are based strictly on information.• Ability to deal effectively with individuals at various levels of the Department and other federal agencies.• Knowledge of and skill in applying analytical and evaluate techniques to plan, schedule, and conduct studies and analyses of management functions or programs.• Knowledge of substantive programs, goals, pertinent laws, and policies to analyze and assemble information.• Knowledge of management and organizational techniques, systems, and procedures necessary to perform analytical studies.• Excellent writing skills and command of the English language.• Excellent time management, multi-tasking skills, and attention to detail.• Professional competence and specialized knowledge base that is maintained by keeping abreast of emerging themes and best practices.• Proficiency in Microsoft applications, including Word, PowerPoint, and Excel.

WORK AUTHORIZATION/SECURITY CLEARANCE:

DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.

 

ADDITIONAL QUALIFYING FACTORS:

Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
