Job Function

Responsible for implementing, supporting, and advancing General Excavating, LLC's quality program across heavy civil and utility construction projects, from preconstruction planning through project closeout.

Essential Duties and Responsibilities include the following. Other duties may be assigned:

• Lead the development, implementation, and continuous improvement of General Excavating's Quality Control Program and quality standards.
• Partner with preconstruction and operations teams during project pursuit and planning to identify quality requirements, risks, and critical inspection and testing needs. Lead the initial quality review and page turn process for assigned projects.
• Review plans, specifications, geotechnical information, permits, utility requirements, submittals, and other project documentation to identify quality risks and establish project specific quality requirements.
• Work with project teams to develop and review Quality Plans and Inspection and Test Plans, including required inspections, testing, documentation, responsibilities, and hold or verification points.
• Coordinate with project teams, third party testing agencies, inspectors, engineers, owners, utility representatives, and other applicable parties to ensure quality requirements are clearly understood and incorporated into project planning and execution.
• Support project teams with quality related planning, including scope review, material procurement, submittals, testing and inspection requirements, preparatory meetings, and documentation.
• Conduct field quality reviews and audits throughout construction to verify that work is performed in accordance with plans, specifications, contract requirements, applicable standards, and established quality procedures.
• Review preparatory work, initial installations, testing activities, and completed work to identify potential quality issues and address them proactively before they result in rework, failed testing, schedule impacts, or unacceptable completed work.
• Verify that materials and products are properly received, identified, stored, handled, installed, and documented in accordance with project requirements.
• Monitor quality across applicable construction operations, including pipe installation and joining, welding and fusion, trench preparation and bedding, backfill and compaction, concrete and structural work, bridge construction, coatings, testing, and disinfection.
• Verify required inspections and testing are completed at the appropriate stages of construction, properly documented, and traceable to the associated work.
• Communicate quality requirements and expectations clearly to project teams, craft labor, subcontractors, suppliers, testing agencies, inspectors, and other project stakeholders. Document quality findings, deficiencies, and corrective actions in a timely manner.
• Review design changes, field modifications, RFIs, and revised requirements for potential quality impacts. Coordinate with survey and field teams to verify critical locations, elevations, and as built information.
• Ensure nonconforming work is identified, documented, evaluated, corrected, and closed in accordance with project requirements.
• Monitor project quality status, outstanding deficiencies, testing requirements, documentation, and completion activities to support timely and successful project turnover and closeout.
• Coordinate and verify final testing and acceptance activities, including pressure and leakage testing, disinfection, flushing, CCTV inspection, compaction and concrete testing, and structural inspections.
• Review turnover documentation for completeness, including testing reports, inspection records, material certifications, weld and fusion records, and as built information. Assist with owner, engineer, utility, and agency final inspections and turnover of completed systems and structures.
• Capture lessons learned from completed projects, audits, and field experience and use those findings to identify practical, repeatable improvements to General Excavating, LLC's quality processes.
• Collaborate with leadership, project teams, and departments to promote consistent use of quality processes, procedures, standards, tools, and documentation across General Excavating, LLC operations.
• Train, coach, and support employees at all levels of the organization to improve understanding and execution of quality requirements and expectations.
• Engage in continuous learning and training and provide mentorship to crew members to promote professional growth, technical proficiency, and a culture of safety and quality.
• Follow and enforce all General Excavating and OSHA safety rules and requirements.
• Recognize hazards associated with field operations and promptly communicate safety concerns to appropriate personnel.

Knowledge, Skills and Abilities:

• Strong working knowledge of drawings, specifications, submittals, applicable codes and standards, and contract requirements for heavy civil and utility construction
• Understanding of design changes and contract modifications, including change orders, RFIs, ASIs, and field directives, as they relate to quality
• Knowledge of applicable industry standards and testing requirements, and the ability to determine which requirements govern the work being performed
• Ability to serve as a liaison with testing and inspection agencies, engineers, owners, utility representatives, and Authorities Having Jurisdiction
• Understanding of construction surveying, layout, elevations, grades, slopes, and tolerances sufficient to recognize potential quality concerns
• Working knowledge of construction scheduling and sequencing, applied to deliver quality solutions that support project safety, schedule, cost, and customer satisfaction
• Ability to analyze data and resolve quality issues through research, evaluation of contract requirements, and field investigation
• Excellent organizational and time management skills
• Ability to communicate effectively both written and verbally
• Ability to exercise initiative and sound judgment and to react with discretion under varying conditions
• Strong leadership and interpersonal skills; comfortable working with craft labor, foremen, superintendents, project management, engineers, inspectors, and regulatory representatives
• High attention to detail while understanding overall project priorities and construction sequencing
• Perform work safely and effectively. Understand and follow oral and written instructions, including warning signs, equipment use, and other policies

Certificates, Licenses and Registrations

• Valid driver's license with clean driving record
• Relevant certifications preferred, such as ACI Concrete Field Testing Technician, NICET, Certified Welding Inspector (CWI), or manufacturer-specific pipe joining or fusion certifications
• OSHA 30-Hour certification preferred

Education and/or Experience

• 5-7 years of experience in quality control or quality assurance within heavy civil or utility construction (e.g., natural gas, water/sewer, pipeline, earthwork, concrete, or bridge construction)
• Bachelor's Degree in Construction Management, Civil Engineering, or a closely related field preferred, but not required; an equivalent combination of education and experience will be considered
• Experience working with testing and inspection agencies and third-party quality personnel preferred
• Working knowledge of OSHA safety requirements
