Full Job Description
We're hiring the lead price and proposal analyst supporting a high-priority DoD program office at Eglin AFB. This is the government-side evaluation seat: you analyze the price proposals that contractors submit, develop the program's negotiation positions, and act as the central coordination point for every proposal that comes into the program - tracking, routing, and shepherding each one through evaluation to award.

We're specifically looking for someone who has led price proposals from the industry side - at a prime or supplier - and can bring that insider perspective to evaluating them on behalf of the government.

This is a high-visibility role on a significant national-defense program, based on Florida's Emerald Coast - Destin-area beaches, no state income tax, and a close-knit defense community.

Able to attain a Top Secret Clearance

Able to attain SAP accesses

12+ years managing/writing proposals for Industry

5+ years leading proposals for industry

5+ years working with a program office in weapons or platforms

What You'll Do:
• Evaluate contractor price proposals for reasonableness, completeness, and realism using price and proposal analysis techniques (FAR 15.404)
• Develop the government's pre-negotiation objectives and negotiation positions; support the contracting officer through fact-finding and negotiations
• Serve as the single point of coordination and intake for all proposals entering the program - track status, route to technical and contracting evaluators, and drive timelines to award
• Review and assess bases of estimate (BOEs), labor and material estimates, and proposed rates
• Prepare and support price negotiation documentation (e.g., PNM inputs) and weighted-guidelines profit analysis
• Coordinate with DCAA, DCMA, technical evaluators, and contracting throughout source selection and negotiation
• Compare proposals against the independent Government estimate (IGCE) and identify key price drivers and risk
Required
• 12+ years of direct proposal lead experience on behalf of a supplier or prime industry partner
• Highly experienced with ProPricer
• Working knowledge of the FAR/DFARS - especially FAR Part 15 (contracting by negotiation) and FAR 15.404 price/proposal analysis techniques
• Strong Excel modeling and quantitative analysis skills
• Active [Secret / Top Secret] security clearance and U.S. citizenship
Preferred
• Experience on major weapons-system, missile, or strategic programs
• Familiarity with weighted guidelines, IGCE development, and PNM preparation
• Exposure to DCAA audit findings and DCMA coordination
• Experience as a proposal coordination or evaluation lead across multiple concurrent actions
• Bachelor's in Finance, Accounting, Business, Economics, or related field
