Ready to Make a Difference?
ICF is growing its energy and distributed energy resource program implementation teams. We are seeking a Lead Energy Engineer to support non-residential transportation electrification, decarbonization, energy efficiency, renewable energy, EVSE, and related utility programs. The role combines customer-facing project development and construction management services with electrical engineering.
Position Summary
The Lead Energy Engineer will plan, conduct, and coordinate engineering work from early-stage opportunity identification through implementation and service energization. The role supports public-sector, multifamily, commercial, workplace, public, and fleet projects and works across customers, utilities, contractors, vendors, outreach teams, program managers, project managers, and internal engineering staff. The Lead Energy Engineer will be in responsible charge over ICFs professional engineering work in New Mexico and other assigned jurisdictions.
The engineer will evaluate facility and electrical conditions, charging loads, existing service capacity, utility-side infrastructure, customer-side make-ready needs, energy and demand savings, project costs, schedules, and implementation constraints. The position provides technical consultation, construction management support and quality oversight while documenting assumptions, findings, and recommended solutions.
What You Will Be Doing
- Work with customers, utilities, vendors, contractors, outreach staff, and program teams to identify, scope, and develop transportation electrification, DER, energy efficiency, and decarbonization projects.
- Plan, schedule, conduct, and coordinate engineering infrastructure audits for non-residential EV charging projects to document existing operations, electrical service conditions, customer objectives, infrastructure constraints, and potential project opportunities, including utility-owned and customer-side infrastructure serving Level 2 and DC fast-charging installations.
- Evaluate proposed charging loads, load profiles, existing electrical-service capacity, utility service requirements, distribution-infrastructure needs, and managed-charging considerations.
- Perform and review advanced engineering calculations using applicable industry methods, engineering software, cost-estimating tools, and internal ICF calculators.
- Develop, review, and evaluate utility and customer-side upgrades and make-ready cost estimates to support project comparisons, project selection, cost-effective delivery, and prudent use of program funds.
- Provide proactive engineering consultation during application review, identifying feasibility considerations, utility requirements, schedule dependencies, and infrastructure constraints.
- Provide technical guidance on infrastructure upgrades, engineering requirements, and new electric service, explaining technical findings, utility-side upgrade requirements, anticipated costs, new-service-delivery considerations, and recommended solutions to customers and site hosts.
- Support project managers in aligning utility upgrades with construction schedules and customer needs. Coordinate engineering requirements and schedules with program managers, project managers, utility departments, contractors, and other stakeholders to support implementation, infrastructure installation, commissioning, and service energization.
- Provide quality-control oversight for custom applications, calculations, engineering documentation, cost estimates, and technical recommendations.
- Prepare clear technical reports documenting existing conditions, proposed measures, electrical and utility requirements, cost assumptions, constraints, project savings, and as-built or final conditions.
- Support customers and program teams through implementation while forecasting project activities and helping maintain schedule and budget alignment.
Minimum Qualifications
- Bachelors or masters degree in Electrical Engineering, or a closely related engineering discipline. Relevant experience may substitute for education on a year-for-year basis where permitted.
- Minimum 8 years of experience in electrical engineering for one or more of the following: building power system design, EVSE design, renewable design and/or electrification.
- Minimum 5 years of experience engineering infrastructure for Level 2 and DC fast-charging installations, including line extensions, service upgrades, interconnection, and utility-side and customer-side make-ready infrastructure.
- A valid New Mexico Professional Electrical Engineering license, in good standing. Current New Mexico State registration as a Professional Engineer must be maintained for the duration of your employment.
- Valid drivers license and ability to successfully pass a Motor Vehicle Records check.
Preferred Qualifications
- Advanced degree in engineering or physical sciences.
- Current Professional Engineering license in western states in addition to licensure in New Mexico.
- Demonstrated knowledge of electrical load assessment, utility-service requirements, engineering coordination, infrastructure cost estimating, and customer-facing technical communication.
- Experience developing or reviewing non-residential energy, DER, decarbonization, or transportation-electrification projects.
- Certified Energy Manager credential.
- Experience with multifamily, workplace, public, commercial, and fleet charging use cases and design-build-transfer delivery models.
- Knowledge of applicable electrical codes, utility engineering standards, permitting processes, EVSE installation requirements and the National Electrical Code.
- Experience with procurement, financing, ESCO delivery, construction management, and project implementation.
- Experience with renewable energy, decarbonization, EVSE charging analysis or design, and building or utility interconnection requirements.
- Experience in procurement of EVSE or similar electrification projects including proposal development, accepting and reviewing bids, awarding work, and ensuring successful project close out.
- Experience in construction management of EVSE or similar electrification projects reviewing design documentation, managing schedules, pulling permits, overseeing construction progress, addressing change orders, project close out (including reviewing completed projects, commissioning, closing out permits and providing training and documentation including maintenance contracts, warranties and as builts).
- Familiarity with safety requirements as it applies to EVSE and/or electrification work.
- Proficiency with energy-modeling or engineering-analysis software.
- Experience preparing and reviewing engineering calculations, electrical-design documentation, one-line diagrams, infrastructure cost estimates, measurement and verification plans, and technical recommendations.
Professional Skills
- Excellent verbal, written, interpersonal, listening, and probing skills.
