Position Overview:
The Knowledge Management Analyst (KMA) supports the National Guard Bureau's (NGB) enterprise Knowledge Management Program by developing, maintaining, and optimizing the Knowledge Management System (KMS). This role ensures information is captured, structured, governed, and made accessible across the 54 States, Territories, and District of Columbia to enhance decision-making, organizational learning, and mission readiness. The KMA works at the intersection of content governance, metadata/taxonomy management, user experience, and enterprise collaboration technologies.
Key Responsibilities
Knowledge Management System Development & Support
- Assist in the design, configuration, and continuous improvement of the National Guard Bureau (NGB) KMS, ensuring alignment with KM governance, business processes, and enterprise collaboration requirements.
- Support the development of content types, metadata schemas, taxonomy structures, and workflow automation within the KMS.
- Coordinate with Enterprise SharePoint Service Representatives (ESSRs) and platform engineers to implement KM-aligned technical solutions.
Content Governance & Lifecycle Management
- Facilitate the ingestion, review, publication, and lifecycle monitoring of documents and knowledge assets.
- Apply standardized metadata, taxonomy categories, and retention attributes to ensure content traceability, discoverability, and compliance.
- Conduct recurring content audits to validate accuracy, relevance, and alignment with current policies and operational practices.
- Support archival and disposition processes in accordance with NGB retention schedules and governance directives.
Knowledge Capture & Organizational Learning
- Lead or support structured knowledge-capture activities, including interviews, after-action reviews (AARs), lessons-learned sessions, and process documentation.
- Translate raw data into validated, reusable knowledge products for enterprise consumption.
- Promote KM best practices across NGB directorates and mission partners.
User Support, Training & Adoption
- Provide guidance and training to end users on KM processes, metadata standards, search optimization, and KMS functionality.
- Develop job aids, SOPs, quick reference guides, and training materials to support enterprise adoption.
- Serve as a liaison between users, SMEs, and system administrators to resolve issues and improve user experience.
Data Quality, Reporting & Analytics
- Monitor KMS usage metrics, search analytics, and content performance to identify gaps and opportunities for improvement.
- Produce dashboards, reports, and recommendations to support KM governance and leadership decision-making.
- Ensure data quality and consistency across all knowledge repositories.
AI-Readiness & Advanced Capabilities
- Support the structuring of content, metadata, and taxonomies to enable future AI-enabled capabilities such as Retrieval-Augmented Generation (RAG).
- Ensure knowledge assets are organized in a manner that supports machine-readable classification, traceability, and authoritative sourcing.
RequirementsMinimum Requirements:
- At least five (5) years of experience applying enterprise Knowledge Management (KM) including experience with the following principles:
- Knowledge lifecycle management
- Knowledge architecture alignment
- Metadata/taxonomy application
- Knowledge product development
- Possess one of the following certifications:
- KM Institute (KMI) - Certified Knowledge Manager or Certirifed Knowledge Specialist
- American Productivity & Quality Center (APQC) Certified Knowledge Manager
- US Army KM Qualification Course (KMQC)
- Awarded the Air Force KM Air Force Specialty Code (AFSC: 3A0xx/3D0XX)
- BA or higher degree in Organizational Learning of Library Science
- Must have basic proficiency in SharePoint Online 365 including lists, information architecture alignment, and content lifecycle management
- Experience supporting KM governance structures, conducting KM maturity assessments, developing KM recommendations, enabling cross-functional knowledge sharing and communities of practice
- Experience managing stakeholder engagements and training personnel on KM principles and developing curriculum using LMS platforms
- Knowledge of gathering KM business requirements
Preferred Experience
- Prior support to federal agencies or large enterprise KM programs.
- Familiarity with NGB mission sets, organizational structure, and collaboration requirements.
- Experience supporting content governance, enterprise search, or structured knowledge-capture activities.
