Full Job Description
Role Summary
A mid-to-senior web developer supporting both sides of the WHD program: sustaining the legacy ASP.NET / .NET 8 applications on IBM DB2 that serve the public today, and rebuilding those applications in Drupal 10+ on DOL's PACE containerized AWS platform. The role delivers sprint-based enhancements, defect fixes, and integrations, and uses DOL's secure AI coding tools as a required part of the development workflow.
Key Responsibilities
• Maintain and enhance WHD legacy web applications built on ASP.NET / .NET 8, Bootstrap, and AngularJS with IBM DB2, including Workers Owed Wages, Section 14(c), External User Portal, Survey (eWD10), SF-98, DirectoryAdmin, and ContactWHD.
• Resolve incidents and defects routed through ServiceNow, meeting the 30-minute O&M incident response window; package fixes into planned or emergency releases.
• Develop modernized applications in Drupal 10+ (custom modules, Webform, configuration management) backed by MySQL, preserving all existing functionality.
• Build and consume REST APIs and integrations with WISE/CAPS on Appian, SharePoint, Kafka, Login.gov, and DOL SSO, following provided API specifications and data contracts.
• Implement form behavior required across modernized applications: real-time inline validation, one-time submission, document upload, bilingual (English/Spanish) content, and tamper-evident audit logging.
• Write secure code that guards against OWASP Top 10 vulnerabilities; remediate findings from static code analysis, container scans, STIGs, and SRRs.
• Use DOL-provided secure AI coding tools (Microsoft Copilot) to generate a contract-mandated share of code (up to 50%), and review all generated code against DOL quality-check procedures.
• Commit all code and deployment scripts to the DOL OCIO GitLab repository; promote through development, staging, and production via the DevSecOps pipeline.
• Perform unit testing against acceptance criteria and participate in each sprint's code review.
• Produce technical documentation and support manuals, and support data migration and decommissioning of replaced .NET applications.
Required Qualifications
• Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience).
• 5+ years of professional web application development experience.
• Hands-on experience with C#, ASP.NET, and .NET (Core/6+), and with front-end technologies (HTML5, CSS, JavaScript, Bootstrap).
• Experience developing in Drupal (8/9/10+), including custom modules and Webform.
• Experience with relational databases and SQL (IBM DB2 and/or MySQL).
• Experience building and integrating RESTful APIs.
• Working knowledge of secure coding (OWASP Top 10) and Section 508 / WCAG accessible development.
• Experience with Git-based CI/CD pipelines and Agile delivery using Jira.
• Experience using AI-assisted programming tools (e.g., Microsoft Copilot, GitHub Copilot).
• Must obtain and maintain a favorable NACI / HSPD-12 background investigation.
Preferred Qualifications
• Acquia Drupal Developer certification.
• Experience with Appian integrations, Login.gov, or Kafka.
• Experience deploying to Kubernetes/AWS containerized platforms (EKS, Aurora).
• AngularJS experience for legacy application support.
