Responsibilities

Description
IBSS is seeking an IT Project Manager (PM) for the successful initiation, planning, design, execution, monitoring, managing and closing of IT projects supporting the Northeast Fisheries Science Center (NEFSC) based in Woods Hole, MA. This is a remote position requiring significant time management and organizational skills. The ideal candidate will be a pro-active individual familiar with Agile processes and methodologies, and have experience collaborating and communicating with a diverse group of stakeholders across governmental and NGO agencies.

Key Responsibilities:
  • Plan and implement projects; define scope, goals, schedules, milestones, and deliverables.
  • Coordinate project teams and resources in collaboration with the NEFSC Project Management Branch Chief.
  • Develop and implement IT quality assurance plans and processes; monitor project performance and outcomes.
  • Identify and actively manage project risks, issues, opportunities, and required changes.
  • Monitor and report project status, including progress, challenges, resolutions, and impacts to NEFSC baseline infrastructure.
  • Evaluate project results and maintain a searchable lessons-learned repository documenting successes, challenges, and recommendations.
  • Coordinate with the NEFSC Information Systems Security Officer (ISSO) to implement and maintain project security procedures.
  • Maintain the NEFSC-IT Atlassian Products (NMFS Enterprise Jira/Confluence)for project and change management and develop/manage a project standards and governance library.
  • Promote Agile practices across NEFSC and provide peer education, coaching, and support to project teams.

Required Skills /Education/ Certifications & Qualifications:
  • B.S/B.A in Computer Science or a related field and 5+ yrs experience in IT project management or a related field.
  • Demonstrated experience leading teams and successfully managing the full project management life cycle.
  • Experience with Agile development methodologies or similar approaches preferred.
  • Excellent written and oral communication skills.
  • Strong organizational, analytical, problem-solving, and attention-to-detail skills.
  • Demonstrated ability to work effectively in dispersed, multidisciplinary teams, coordinate across workstreams, and facilitate collaboration among team members with diverse skill sets.
