ResponsibilitiesPosting expires: October 13, 2026Salary range: $97,519 - $110,000General Description and Classification Standards:The IT Program Manager is responsible for organizing and coordinating IT programs and overseeing the progress of operations. This position provides strategic guidance to teams and project managers in ways that promote the AIM's culture. The ideal candidate will be an excellent leader with experience in managing staff of different disciplines to produce results in a timely manner and develop efficient strategies to support program/project management goals. The Program Manager supervises project managers and business analysts, assigning projects/tasks, providing direction and guidance, and ensuring adherence to policies and procedures. They also resolve project blockers and conflicts. Additionally, they personally lead high-impact projects, manage schedules and risks, communicate statuses to stakeholders, and oversee external vendors. The Program Manager supports ongoing operational support for CRM applications, assigns tasks, and collaborates with stakeholders and vendors. They also direct resources to install, configure, test, and implement applications accurately, serving as a liaison between project managers, stakeholders, and support teams to ensure project progress and adherence to best practices.

- Communicate with IT leadership and senior business leadership to communicate program strategy, direction, and changes.
- Partner with senior leadership of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise.
- Maintain the efficiency of the project management process such as planning, scheduling, and budget and risk assessment. Identify and mitigate potential risks.
- Manage teams of multiple project managers, project leaders, and/or support staff as direct or dotted line reports.
- Responsible for the day-to-day operations of the IT Project Management office.
- Create a structure/environment in which team members can work together as an efficient team.
- Monitor, measure, and report on project and demand status to IT leadership and senior business leadership.
- Accountable to Steering Committee and Operating Committee for enterprise/strategic goals, including but not limited to, efficiency and functionality of all IT Project completions, timeline adherence, budget, and resource management.
- Create artifacts, develop and manage schedules, monitor and report status, identify and mitigate risks, and escalate and resolve issues.
- Investigate issues, direct troubleshooting efforts, and implement resolutions.
- Assign and evaluate tasks, review and approve project artifacts, schedules, risks, and issues, provide advice based on past experiences, and resolve conflicts.
- Collaborate with stakeholders, peers, management, technicians, and vendors.
- Review and approve adjustments in project outlays.
- Schedule and oversee meetings related to IT projects.
- Administer and manage annual budgets for IT projects.
- Define program controls, processes, procedures, and reporting to manage the program.
- Plan the overall program and monitor progress to ensure milestones are met across various projects.
- Formulate, organize, and monitor interconnected projects.
- Coordinate cross-project activities.
- Manage teams of multiple project managers, project leaders, and/or support staff.
- Manage programs and projects to ensure compliance with EPMO procedures and deliver on time and within scope, managing changes as required.
- Provide strategic guidance to teams, business partners, and project managers to promote the AIM's culture.
- May perform other duties as assigned.

- Knowledge and experience as a Program Manager or other managerial position.

- Working knowledge of program/project management software (Basecamp, MS Project etc.) is a strong advantage.

Minimum Qualifications:Education and Experience -
Bachelor's Degree and at least six (6) years of experience in IT business or industry; at least five (5) years of IT Project Management experience; at least seven (7) years of experience developing project plans including a project plan that includes the charter, scope, project management approach, management plans, statement of work, cost estimates, schedule; working with cross-functional teams and staff of all levels; experience in managing a project budget of more than $5 million to plan; knowledge of project management best practices, including knowledge of waterfall and agile methodologies; experience Identifying and mediating risk; experience in the indirect management of team members, including assisting in the development, training, and assignment of work/projects to other members of a team.
Licensures and Certifications - PMP, ITILF.
Work Environment:This position is full time, exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The employee will normally work a 40-hour workweek; 8:00 a.m. 5:00 p.m., Monday through Friday at a central location (currently City Hall in downtown Atlanta) and may be required to work extended and/or flex scheduled work hours to respond to service needs. Little to no travel is required.
