GENERAL DESCRIPTION:
The IT Program Manager manages operational and technology initiatives for the applications and business processes supporting the State Purchasing Division. Reporting to the Procurement Portfolio Manager, the position turns portfolio priorities into coordinated work across Tier 2 support Business Analysts, project Business Analysts, and subject matter experts for P-Card, requisitions, purchase orders, suppliers, sourcing, contracts, and catalogs. The position directly supervises state employees and coordinates other assigned resources. Work includes release management, application and process optimization, enhancements, testing, issue resolution, implementation, and operational readiness. The successful candidate must combine disciplined execution, effective team leadership, and technical understanding.
JOB RESPONSIBILITIES:
• Manage a team of Business Analysts responsible for executing initiatives such as end user support, release management, application enhancements, process optimization, recurring issue resolution, integrations, and implementation of new capabilities.
• For each initiative, create executable work plans that define scope, expected outcomes, assignments, milestones, dependencies, risks, and completion criteria.
• Directly supervise a team by setting goals, assigning work, monitoring performance, and providing coaching and development
• Apply business analysis and technical judgment to document requirements, evaluate system behavior, understand integrations and data flows, identify dependencies, and support root-cause analysis.
• Develop or coordinate test plans, test cases, user acceptance testing, defect tracking, and validation of production results for new or changed functionality.
• Ensure recurring application and integration issues are documented, assigned, investigated, resolved, and incorporated into future application, process, training, or support improvements.
• Coordinate with business leaders, vendors, technology teams, support organizations, and other stakeholders to resolve issues and complete initiatives.
• Maintain clear status reporting, decision records, risks, action items, and documentation so the Procurement Portfolio Manager and other stakeholders can monitor progress and address barriers.
• Ensure user guides, support procedures, training materials, and knowledge transfer are completed before new or changed functionality moves into ongoing operations.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
• Ability to manage multiple concurrent initiatives and move work from assignment through completion.
• Supervisory skills, including delegation, performance management, coaching, team development, and accountability.
• Knowledge of business analysis, process improvement, application lifecycle management, and release management practices.
• Technical understanding of enterprise applications, software environments, integrations, data flows, testing, deployment, and incident resolution.
• Ability to analyze operational and technical problems, identify root causes and dependencies, and coordinate practical solutions.
• Strong written and verbal communication, meeting facilitation, documentation, and stakeholder-management skills.
• Ability to establish priorities, organize work across resources with different specialties, and provide clear and accurate status reporting.
This position may require occasional travel.

MINIMUM ENTRY QUALIFICATIONS:
High school diploma/GED and five (5) years of related experience, which includes three (3) years in a managerial or supervisory role;
OR one (1) year of experience at the lower level IT Program Manager 1 (ITM050) or position equivalent.

PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following. PLEASE CLEARLY INDICATE THESE QUALIFICATIONS ON YOUR RESUME.
• Bachelor's degree or higher in Information Technology, Information Systems, Business Administration, Computer Science, or a related field.
• Experience supervising Business Analysts, application teams, product teams, or other technology professionals.
• Experience managing multiple concurrent enterprise application, operational support, or technology initiatives, including planning work, assigning responsibilities, tracking milestones, and resolving risks and dependencies.
• Experience leading release management, application enhancements, process optimization, system testing, integrations, or technical issue resolution.
• Experience supporting enterprise procurement applications and building effective relationships with business leaders, vendors, and technical teams. Relevant areas include P-Card, supplier management, sourcing, contracts, catalogs, on eProcurement platforms such as JAGGAER or Workday.
