Full Job Description
Internal Controls Support Specialist to lead a task area. The ideal candidate must ensure that processes and controls are designed effectively, tested consistently, and continuously improved through corrective action plans (CAPs) and performance measurement to ensure compliance with OMB A 123. This role is critical in supporting compliance, operational efficiency, and risk management across the business.

Requirements

  • Review and document business processes to ensure adequate control design and alignment with policies, regulations, and industry standards.
  • Identify control gaps and provide recommendations for remediation and strengthening of controls.
  • Conduct walkthroughs to evaluate design and operating effectiveness.
  • Prepare testing documentation, analyze results, and escalate issues as appropriate.
  • Collaborate with process owners to develop CAPs addressing identified control deficiencies.
  • Conduct top-down risk assessments of significant business processes related to Budgeting, Procurement, Financial Reporting, Budget, Accounts Receivables, Accounts Payable, etc.
  • Monitor and track the implementation of CAPs, ensuring timely resolution and closure.
  • Update and maintain required OMB A-123 compliance and testing tools and procedures.
  • Support walkthroughs with business process owners to conduct baseline reviews and perform test of design and perform updates, as required.
  • Perform test of operating effectiveness and document testing results.
  • Support NFR, GAO, and other audit requests and provide responses timely.
  • Review prior findings and documented causes.
  • Support root cause analysis and corrective action execution.
  • Assist with development of remediation evidence.
  • Support the sustainment of remediated controls.
  • Provide guidance to stakeholders on effective remediation strategies.
  • Establish and maintain key performance measures to assess the effectiveness of internal controls and CAPs.
  • Support continuous improvement by identifying trends, root causes, and opportunities for enhanced control effectiveness.
  • Lead and mentor junior IC specialists.

Key Qualifications:
  • Bachelor's degree in accounting, Finance, Business Administration, Information Systems, or related field.
  • 5+ years of experience in internal controls, risk management and compliance and 2 years of experience leading it.
  • Demonstrated experience in leading/directing work of others using project management, risk management, planning and communication techniques.
  • CGFM, CPA, or CISA is desired.
  • Possess excellent verbal and written communication skills used in staff guidance, technical instructions, and status reporting.
  • Must have prior experience supporting federal agencies.
